Department Summary

The Brilliant Corners Supportive Housing Development Program launched in 2008 and quickly became California’s largest housing partner in the historic shift from institutional settings to community-based housing for individuals with intellectual and developmental disabilities (IDD). Our development team is comprised of acquisition/rehabilitation specialists who have rapidly scaled statewide to create over 200 community-based residential care facilities connected with the historic closure of four State Developmental campuses. With our newly formed multifamily development program, we are excited to start to fulfill our vision of expanding our multifamily housing impact across the State.

 

Position Summary

The Development Project Manager (DPM) reports directly to the Regional Manager of Housing Development or designated staff.  This position is primarily responsible for development of licensed residential care facilities for persons with Intellectual & Developmental Disabilities (IDD).  The DPM will have lead responsibility for the development of multiple licensed residential care facilities, and/or partake in the acquisition and renovations of other supportive housing projects at any given time, in the California Area.  Development and Non - Profit Experience strongly preferred.

 

The DPM will be engaged with a variety of external development partners as well as internal departmental counterparts to ensure successful project completion, positive stakeholder relationships are maintained and full cost coverage is achieved.  With support from Directors, Regional Managers, Senior Project Managers, and other Development staff, the DPM will also be responsible for the maintenance (and occasional creation or modification) of project management tools, such as development budgets, project schedules, milestone checklists, acquisition and renovation criteria, task lists, contact lists, bid documents, narrative descriptions/reports, and community outreach materials.

Position Responsibilities

  • Oversee day-to-day activities in the simultaneous development of multiple residential care facilities for the use of people with developmental disabilities in the California Region. Activities include all aspects of site identification, acquisition, loan closing, plan development, permitting, renovation/construction, occupancy/licensing, and transfer to Supportive Housing Management (property management)
  • Develop, maintain, and apply thorough working knowledge of applicable laws, regulations, and codes, including but not limited to Dept. of Developmental Services Housing guidelines; Regional Center contracts; California Building Code as applicable to licensed residential care facilities; California State Fire Marshall regulations; accessibility codes; billing procedures; local planning, zoning, and building codes; etc.
  • Create and maintain development project schedules, ensuring all project stakeholders are aware of key project milestones and receive associated project updates on a weekly basis
  • Provide excellent person-centered management, service provider and Regional Center customer service for the licensed residential care development pipeline
  • Serve as a primary day-to-day agency liaison with architect, general contractor, and other vendors, and assist in the identification of and negotiations with new vendors in collaboration with development team members as directed
  • Work effectively with project team members to develop a renovation scope of work incorporating all funder and government requirements, to develop specifications, and source and price materials
  • Communicate in an efficient, and diplomatic manner with multi-disciplinary project stakeholders and team members, including: funders, Regional Center Staff, Service Providers, co-workers/counterparts, City planners and job inspectors, architects, contractors and other project vendors
  • Identify and support agency funding requests and other government applications as necessary;
  • Strong collaboration with Finance staff regarding ongoing maintenance of development project budgets and monitoring all sources and uses by line item

Requirements

Professional Experience

  • A minimum of three (3) to five (5) years of direct work experience in market rate, affordable or permanent supportive housing development is required; 
  • Experience working in the Department of Development Service System, including Regional Center, Service Provider, HDO, experience is preferable.
  • Experience working for or with public sector housing agencies, public sector construction projects and housing organizations is a plus;
  • Proficiency in reading and interpreting California building codes, fire codes, electrical codes, plumbing codes, and all other Federal, State or Municipal regulations applied to developing licensed care facilities or other projects;
  • Experience in real estate acquisition due diligence, sophisticated budgeting practices, complex renovation estimating, project scoping, universal design, bidding, value engineering, and document management;
  • Previous experience in responding to RFP’s and attending RFP interviews;
  • Other combined experience could be in general real estate development, construction management, project management or program management.

Physical Requirements

Candidates should have physical mobility for tasks such as standing, bending, stooping, kneeling, crouching, reaching, twisting, and walking on uneven surfaces. They should be capable of performing stationary tasks like sitting for up to 6 to 8 hours a day. Additionally, candidates should be able to lift, carry, push, pull light to moderate weights up to 15 pounds safely. Requires mental acuity for analytical reasoning and document interpretation.

Salary range for this position is $65,000 - $70,000 annually. This position is being offered at $65,000 - $70,000 annually.
