Founded in 2004, Brilliant Corners provides innovative housing and housing-related services to those transitioning from or at risk of homelessness or institutionalization. We develop, own, and manage multi-family supportive housing and licensed residential care homes. Additionally, we implement a broad array of scattered-site, one-on-one supportive housing, and clinical case management programs through partnerships with developmental services, homeless services, veteran services, and health care sectors.

Program Description
The Flexible Housing Subsidy Pool (FHSP) is a supportive housing rental subsidy program of the Los Angeles County Department of Health Services (DHS), along with other governmental partners and the Conrad N. Hilton Foundation. The goal of the FHSP is to secure quality affordable housing for DHS patients who are homeless. Brilliant Corners, the central coordinating community-based partner for the FHSP, works to secure a broad range of housing options, including single-family homes, individual apartments, blocks of units or entire buildings to provide permanent supportive housing (PSH). Brilliant Corners procures units Countywide, provides move-in assistance and rental subsidy disbursements, coordinates with case managers, and assists with neighborhood relations.
Position Summary
The FHSP Associate Director, PBV Pipeline and Portfolio will lead the strategic direction of the Project Based Voucher (PBV) Pipeline Team in the acquisition of PSH sites and the oversight of the existing portfolio of 70+ PSH sites. The FHSP Associate Director, PBV Pipeline and Portfolio will lead the development and implementation of a procurement process that is nimble in its ability to acquire new PSH sites quickly but also effective in ensuring sites are suitable additions to the Pipeline. This will require ongoing assessment and oversight, and s/he/they will work closely with the Real Estate Manager and Senior Contracts Administrator to execute contracts with housing developers that ensure sites meet programmatic needs, funding requirements and foster housing stability for FHSP clients. Alongside internal stakeholders, the FHSP Associate Director, PBV Pipeline and Portfolio will be responsible for the lease-up of these sites and will define the strategy for timely utilization of units, which may be iterative and require refinement. This position will also oversee the Portfolio Management team in their work to ensure the programmatic stability of the portfolio and their respective MRSAs. S/he/they will identify areas for quality assurance and improving data quality, and ensuring contract terms are being implemented and adhered to.
FHSP Associate Director, PBV Pipeline and Portfolio will actively engage with County funders and homeless sector partners – DHS, the Office of Diversion and Reentry (ODR), Department of Mental Health (DMH), Los Angeles Homeless Services Authority (LAHSA) and Los Angeles County Homeless Initiative – to provide strategic input regarding PSH acquisitions and utilization. S/he/they will have immense leeway in implementing process improvements to current practices, and the ability to shape priorities and strategic planning. FHSP Associate Director, PBV Pipeline and Portfolio will have the support of the Director and other FHSP leadership to implement their vision and achieve positive outcomes for program participants and staff. S/he/they also have the opportunity to serve on Brilliant Corners’ Leadership Team, an advisory and decision-making body for agency-wide priorities and policies.
Requirements
Professional Experience
- 3 or more years of experience in permanent supportive housing (PSH) development, real estate acquisitions and/or homeless services programs required
- Demonstrated leadership as evidenced by increasing levels of responsibility and management over the course of the candidate’s career
- At least 2 years supervising a team required
- Knowledge of the LA County affordable housing and PSH landscape
- 3 or more years of experience with acquisitions of PSH, affordable housing
- 2 or more years of experience in contract management and/or contract negotiations. Working knowledge of BC Master Rent Subsidy Agreements preferred
- Excellent interpersonal skills with a capacity for collaboration, and navigating and managing funder relationships.
- Excellent written and verbal communication skills
- Strong organizational skills with strong attention to detail
- Ability to simultaneously manage multiple projects and timelines

Physical Requirements
Candidates should have physical mobility for tasks such as standing, bending, stooping, kneeling, crouching, reaching, twisting, and walking on uneven surfaces. They should be capable of performing stationary tasks like sitting for up to 6 to 8 hours a day. Additionally, candidates should be able to lift, carry, push, pull light to moderate weights up to 15 pounds safely. Requires mental acuity for analytical reasoning and document interpretation.
Salary range for this position is $100,000 - $100,000 annually. This position is being offered at $100,000 annually.
