Full Job Description
Healthcare Services and Planning
o Help develop and review with health center Board of Directors its annual health care plan as it relates to medical services based upon the community needs, assessment demographics, and disease patterns of the community and health behavior of the community.
o Recommend clinical objectives and participate in the designation of priority objectives for the center with reference to implementation of health care services.
o Ensure adequate provider coverage to meet patient demand during health center scheduled open hours and on call coverage after hours.
o Provide direct patient care.
Organizing
o Participate in Executive Committee function.
o While reflecting the need for significant sub-specialization and segmentation of services and the provision of contemporary medical care, the Chief Medical Officer shall develop an organizational plan for integrating all components of the clinical system.
o Participate in community organization activities designed to modify community health behavior and disease pattern.
Budgeting
o Participate in the development of the organization’s annual budget for Board approval.
o Help develop and present the clinical activities budget, including staffing and equipment needs projections.
Staffing
o Prepare and recommend qualification statements for credentialing, job descriptions and evaluation standards for all medical personnel.
o Assist in the identification of areas for physician staff additions.
o Assist in the recruitment of physicians and the acquisition of professional staff.
o Prepare recommendations for recruitment and retention, to be reviewed and approved by the Chief Executive Officer.
o Serve as a primary reviewing officer where additional levels of supervision exist for medical personnel, recommend and participate in final determination of disciplinary actions and termination, as well as, nomination of individuals for awards.
o Resolve conflicts among professional personnel.
Technology
o Advise on medical information system needs; develop, recommend, and conduct special studies of operations.
o Interpret clinical data.
o Participate, as appropriate, in the periodic review of practice management functions, e.g. reception, telephone triage, patient flow, outreach services, laboratory, pharmacy, tracking systems.
o Review of patient satisfaction surveys; recommend modifications as appropriate. Review all patient complaints as they relate to clinical care.
o Participate in periodic management reviews of patient services/projects and administrative reporting.
Operations
o Arrange and conduct regular meetings of Medical and Behavioral Health providers.
o Represent the Medical and Behavioral Health departments and Medical personnel at Board of Directors meetings.
o Provide day-to-day clinical supervision of staff.
o Review and present Principles of Practice and Policies and Procedures for all providers including mid-level practitioners.
o Institute and manage continuing and professional education in-service training and orientation of clinical staff.
o Participate in development of health center Risk Management protocols.
o Advocate for the center and serve as liaison to (including active membership in) local hospitals, local and state professional societies, as well as to health officials, organizations, and health training institutions as appropriate.
o Assist with marketing activities concerning the centers services and programs.
o Perform or delegate patient relations tasks.
o Evaluate patient and community health education services.
Evaluations
o Supervise development, implementation, and operations of the Quality Improvement/Assurance Program as it relates to patient care.
o Present reports on health and Quality Improvement/Assurance matters to the Chief Executive Officer and to the Board of Directors regularly and periodically, as determined by the Board.
o Ensure peer review of medical and behavioral health staff are conducted on a quarterly basis.
Evaluation of Chief Medical Officer
o The Chief Medical Officer shall establish a work plan and timetable of annual priorities with the Chief Executive Officer to coincide with the review of health care plans and objectives. Whereas the successful performance of these functions will require the efforts of many persons, the Chief Medical Officer may facilitate and integrate these efforts for the group and will be evaluated annually on these efforts.

Requirements
Education/Licensing/Training:
· Current CA licensed M.D. / D.O. in good standing.
· Board Certified in Family Practice / Primary Care specialty.
· Current and valid D.E.A. license.
· Current and valid BLS-HP certification required.
