Program Summary
The Flexible Housing Subsidy Pool (FHSP) is a supportive housing rental subsidy program of the Los Angeles County Department of Health Services (DHS), along with other governmental partners, managed care organizations, and philanthropy. The goal of the FHSP is to secure quality affordable housing for vulnerable Angelenos. Brilliant Corners, the central coordinating community-based partner for FHSP, works to secure a broad range of housing options, including individual apartments, blocks of units, or entire buildings. Brilliant Corners identifies and secures units countywide, provides move-in assistance and rental subsidy disbursements, coordinates with case managers, and assists with neighborhood relations.
Position Summary
Working under the direction of the Flexible Housing Subsidy Pool Housing Manager – PBV Pipeline, the Project-Based Portfolio Supervisor position plays a key role as a member of the Housing Team.
The PBP Supervisor will assist the Housing Manager in procuring permanent supportive housing rental units in the County of Los Angeles and in surrounding areas. The PBP Supervisor will manage incoming proposal materials and correspond with project sponsors as needed. The PBP Supervisor will assist the selection committee with scheduling site visits, responding to requests from legal counsel, and updating internal stakeholders of new projects added to the pipeline.
The PBP Supervisor will support the Senior Contract Administrator in providing critical portfolio management of Master Rent Subsidy Agreements (MRSA), serving as an internal liaison to the Tenancy Supports and Operations departments. The PBP Supervisor will be responsible for tracking and elevating high level issues at our project-based sites that are not in compliance with the MRSA, drafting and sending contract notices to property providers, amending MRSAs when necessary, supporting lease-ups and issuing payments to vendors. The PBP Supervisor will supervise Portfolio Specialists who will be administrators of the MRSA data on Salesforce and other contract-related data tracking and cleaning.

Position Responsibilities
The essential duties of this position include, but are not limited to, the following:
- Assist with the procurement process for new permanent supportive housing units, ranging from drafting supporting documents, reviewing, corresponding with project sponsors, scheduling, and attending site visits.
- Acquire project data for phases of development and assist in the ongoing optimization and maintenance of databases/data systems.
- Locate and define new process improvement opportunities, particularly in the areas of data tracking and data sharing.
- Reconcile and update all existing MRSA data, and collaborate with the Sr. Contract Administrator to create a storage system for all project-based developments.
- Attend lease-up calls and support the Tenancy Supports department with payment requests.
- Supervise Portfolio Specialists and delegate tasks as it pertains to data management and vacancy tracking.
- Work with funders to track rental subsidy sources assigned to project-based units.
- Support Portfolio Specialists with reviewing and approving annual rent increases and security reimbursement payments.
- Work with Tenancy Supports department to create workflows and policy implementation for leasing up project-based sites.
- Assist Senior Contract Administrator and Housing Manager with MRSA-related processes in both procurement and portfolio management.
- Collaborate with Tenancy Supports department to track and elevate high level issues to Housing Manager.
Requirements
Professional Experience
- Experience in working with complex databases, contract management, and project coordination
- Experience in real estate, unit acquisitions, and/or homeless services is strongly preferred, but not required
- Experience supervising team for two years or more, required

Physical Requirements
Candidates should have physical mobility for tasks such as standing, bending, stooping, kneeling, crouching, reaching, twisting, and walking on uneven surfaces. They should be capable of performing stationary tasks like sitting for up to 6 to 8 hours a day. Additionally, candidates should be able to lift, carry, push, pull light to moderate weights up to 15 pounds safely. Requires mental acuity for analytical reasoning and document interpretation.
Salary range for this position is $66,560 - $69,759 annually. This position is being offered at $66,560 annually.
