iDE uses an integrated monitoring, evaluation, research, and learning (MERL) approach to measure our progress on delivering programs that center client needs and offer clear value for donors and stakeholders. With an emphasis on not only rigor but inclusive and ethical measurement, we are committed to incorporating participatory approaches in our MERL work and to converting our quantitative and qualitative evidence into actionable learnings. We generate monitoring and impact data to guide program decisions, aiming to leverage the best systems and tools to deliver the right information to the right people at the right time.
As a key member of iDE's MERL team, the Performance Metrics Manager is primarily responsible for Managing and improving iDE’s Global Key Performance Indicator (KPI) system, by ensuring the timeliness of performance results and the implementation of enhancements to improve KPI usability and insights for project teams and senior management. Additionally, they will assist in the designing, development, and maintenance of appropriate solutions for operational, monitoring and evaluation needs of iDE’s country projects. These solutions are key to organizing information for strategic and tactical decision-making, as well as external communications and reports. The Manager will work closely with other iDE teams such as business development, operations, and communications staff at headquarters and project staff within iDE's countries of operation.
Reporting to the Director of MERL Systems or their designee and as a member of iDE’s Headquarters team, the Performance Metrics Manager will support efforts across these key areas:
- Manage and improve iDE’s Global Key Performance Indicator (KPI) system.
- Improve the use of KPIs across the organization and support resourcing.
- Support new management information systems development and improve existing capabilities
- Support the development of measurement strategies and evidence for new sectors
ESSENTIAL DUTIES AND RESPONSIBILITIES
MANAGE AND IMPROVE IDE’S GLOBAL KEY PERFORMANCE INDICATOR (KPI) SYSTEM - 50%
- Integrate project-level data into iDE’s global KPI system to provide tangible value to senior management.
- Identify where KPI data and evidence are missing in the system and/or when they should be replaced.
- Write simple and practical user guides for entering and accessing KPI data, as well as technical developer specifications for the KPI System housed in Salesforce.
- Engage with users on a regular basis to identify and implement system improvements.
- Devise and execute test plans to ensure system function.
- Manage data cleaning and import.
- Create and manage dashboards, reports, and other appropriate data visualizations, as needed by different KPI stakeholders.
KPI USE AND RESOURCING - 20%
- Assist country project teams in recruiting, selecting, training and retaining local talent to act as administrator, developer, trainers of their MIS.
- Support other iDE teams (e.g. all country teams, Fundraising, Business Development, Communications, etc.) in collaboration with MERL team members to develop processes and feedback loops that support learning and the effective use of KPI data throughout the organization.
- Field KPI data requests.
- Identify, and where appropriate, lead on new project proposals that will fund the growth of programs using MIS to better serve our end clients.
- Develop and maintain global MERL institutional memory around organizational metrics, ensuring access to and continued use of historical data that allows us to identify trends over time, changes in metrics and why, and develop standardized ways to share this data moving forward.
SUPPORT NEW MANAGEMENT INFORMATION SYSTEMS DEVELOPMENT - 15%
- Work with project teams to identify user needs and define system requirements as needed.
- Provide ongoing technical support to country teams.
- Deliver training on new systems and upgrades.
- Assist team to extract more value from existing data via analytics enhancements.
- Administer users and settings, should project teams not be able to do this on their own.
SUPPORT MEASUREMENT STRATEGIES AND EVIDENCE FOR NEW SECTORS - 10%
- Identify and support the selection of evaluation tools teams that address key impacts for a given sector and can provide impact results that can be integrated into iDE’s KPI reporting as multipliers to iDE’s Scale.
- Search for appropriate third party evidence to fill in evidence gaps in the KPI System in consultation with the Global Director of MERL.
- Develop and document Standard Operating Procedures (SoPs) for Monitoring and Evaluation (M&E) tools created internally (iDE-developed). These SoPs will guide proper implementation and use of best practices (such a KPI development guide for new sectors or an evidence protocol), ensuring consistency and effectiveness of resources within the MERL team’s Support Package for iDE country program staff.
LEARNING - 5%
- Actively engage in professional development activities by attending relevant conferences, online courses and webinars, workshops and seminars, seeking mentorship opportunities, reading curated materials, brown bag sessions, engaging in peer coaching, joining learning collaboratives, participating in communities of practice—both internal and external to iDE— or any other learning activity that aligns with role and professional growth objectives.
SUPERVISORY RESPONSIBILITIES
- Directly supervise future positions as designated by the Director of MERL Systems.
- Recruit and/or manage interns as needed and as available.
- Provide soft-management and mentorship to country-office MERL staff so that they may achieve their objectives, professional development goals, and feel fulfilled in their roles at iDE.
Requirements
Qualifications
- Experience with system development and support, with increasing levels of responsibility for project management and execution preferred;
- Experience writing clear technical documentation preferred;
- Eye for simple, clean user interfaces and reports (extra points if you have read Edward Tufte);
- Current Salesforce Admin and/or App Builder Certifications strongly preferred;
- Experience with Data Visualization software preferred;
- Minimum Bachelor’s level degree in relevant field;
- Demonstrated ability to work independently and take initiative on projects;
- Familiarity with Google Workspace (Docs, Sheets, Slides, etc.);
- Strong interpersonal skills and the ability to communicate effectively across language and culture barriers;
- Proficiency in one of the following languages preferred: French, Spanish, Portuguese, Khmer, Nepali, Vietnamese, Bengali, Malagasy
- Willing and able to travel in areas with minimal infrastructure or services;
- Strong knowledge of issues and opportunities in relevant sector and discipline areas to iDE;

POSITION TYPE/EXPECTED HOURS OF WORK
This is a full-time, exempt position. Variable work hours are required as job duties demand.
TRAVEL
Travel both international and domestic, to areas with minimum physical comforts may be required, up to 20% as appropriate to carry out duties. A valid passport is required at all times.
