Data Sharing and Governance Team Lead (15.08)
OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
OCT is currently looking for a Data Sharing and Governance Team Lead. This position is contingent upon contract award.
Roles & Responsibilities:
● Lead the agile rollout of data governance/management strategies, policies, practices, processes, and key performance indicators (metrics) across a complex, loosely federated mission space.
● Engage and communicate with leadership – connecting strategy, policy, and planning for constituent groups that may not be familiar with data governance or management approaches
● Apply proven communication, analytical, and problem-solving skills to help support the implementation of new methods to automate the governance of data and metadata, including developing methods to govern relationships among multiple data sets, identify effects of metadata changes, and generate reports or visualizations to support metadata and data changes
● Translate complex technical process and concepts into business-oriented content for discussion and decision
● Facilitate and support Data Governance meetings, councils, and forums across multiple data domains and functional areas. Develop tailored communications products to support audiences at varying levels and expertise.
● Discover, create, and innovate new opportunities for operational data governance within the organization. Collaborate with stakeholders to create a governance-centric culture
● Support agreements, policies, and practices to share raw data, analyses, and visualizations to support agency priorities
● Deploy standardized tools and templates to aid in the evaluation of policies and programs
Requirements
Requirements:
● Bachelor’s degree in information systems, data analytics, data management, data policy development, or a similar field
● Certified PMP, or equivalent certification
● Over five (5) years of hands on experience successfully establishing effective data governance/management in a large, complex organization
● Over 3 years of experience in data management and governance automation tools
● Over 3 years of hands-on experience in federal data sharing activities (business and technical) that demonstrate developing, negotiating, and successfully implementing a data sharing arrangement.
● Over 3 years of immigration policies and adjudicative processes and associated data
● Over 3 years of experience in leading 10+ team of data analysts
● Over 3 years of direct experience in working Agile delivery teams
● Strong written and verbal communication skills
● DHS or DOS experience in US immigration domain highly desired
Must be able to obtain and retain a Public Trust clearance.

Salary Range: $190,000-220,000 to commensurate with experience, education, etc.
