Expert Procurement Analyst (15.18)
OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities and Duties
OCT currently has an opening for an Expert Procurement Analyst to work with our federal client, the U.S. Customs and Border Protection (CBP) Acquisition Governance & Oversight (AGO) and Acquisition Support Directorate (ASD). This position reports to the Acquisition Support Directorate (ASD) Lead as well as the Customer Service Support Project Manager performing work in support of the Acquisitions Strategy. This position is contingent upon contract award.
Day to day responsibilities will include:
- Support strategy sessions and document outcomes.
- Assist in the written development of the Acquisition Plan.
- Requirements Analysis
- Support requirements development.
- Assist in written development of the Statement of Objective (SOO), Statement of Work (SOW), Performance Work Statements (PWS) and Specifications as needed.
- Market Research
- Assist in Market Research Activities (MRR) as defined in the FAR and the DHS Market Research Guidebook. Support the CBP Program Office through independent research of historical knowledge and current trends of the marketplace with the ability to share and discuss findings. The Contractor shall have knowledge and the ability to locate Strategic Sourcing Vehicles (SSV), General Services Administration (GSA) Multi Agency Contracts (MAC), Government Wide Acquisition Contracts (GWAC), Federal Funded Research and Development Centers (FFRDC), Small Business Innovation and Research (SBIR) Contracts, Interagency Franchise Funds and Working Capital providers. The Contractor shall take advantage of commercial business practices, suggest vendors that support CBP’s Socio Economic Goals and encourage competition to the fullest extent possible.
- Writing, editing, and review may be required to ensure that the Business Operations Specialist submits a thorough and complete report to the requiring official and Contracting Officer.
- Assist AMD in Pre-award activities required in the assembly of fully compliant Procurement Requirements (PR) package. The following requirements and activities may be required:
- Completed and Signed Acquisition Plan
- Statements of Objectives (SOO)
- Statements of Work (SOW)
- Performance Work Statements(PWS)
- Quality Assurance Surveillance Plans(QASP)
- Functional Requirements or Specification
- Market Research Report
- Independent Government Cost Estimate (IGCE)
- 508 Determination & Findings
- International Traffic in Arms Regulations (ITAR) requirements with Appendices
- DHS CIO Checklist
- Justification and Approval (J&A) (as required - other than full and open competition or limited sources)
- Interagency Agreements (IAA) – Assisted Acquisitions
- Interagency Reimbursable Work Authorizations with Appendix A & B
- Justification Memorandums(as needed)
- Source Selection Administrative functions (as applicable)
- Assist a CBP appointed Contracting Officer Representative (COR) by providing limited support deemed appropriate within the delegated activities of the Contracting Officer. Such support shall never take the place or represent inherently governmental duties, critical management and oversight functions delegated to the COR.
Requirements
Requirements:
- Must be a US Citizen.
- Ability to obtain and retain a Public Trust clearance; the investigation will involve a credit, fingerprint, and law enforcement agency check.
- Bachelor's Degree.
- Over 10 years of experience providing expertise in the responsibilities listed above.
- Federal Acquisition Certification in Contracting (FAC-C) or DAIWA certification.
- Ability to interface with senior levels of management.
- Ability to recommend improvements to current and future team operations and processes.
- Ability to research, gather, and synthesize data.
- Ability to present conclusions and recommendations to management.
- Ability to prepare summaries, analyses, reports, charts, graphs, instructions, memoranda, and manuals/reference materials for benchmarking purposes or for inclusion in required and ad hoc reports.
- Ability to plan / organize work.
- Have excellent oral and written communication skills.
- Ability to assist in maintaining the Microsoft SharePoint site.
- Must be able to perform in a hybrid office environment at the discretion of the client (working on-site as requested while maintaining the equipment necessary/provided for remote work).

Salary Range: $155,000-170,000 commensurate with experience, education, etc.
