We are looking for a dynamic Principal Program Analyst to join our team! The Principal Program Analyst will serve as a Project Lead and People Manager, providing portfolio and project planning support to Department of Veterans Affairs (VA) client teams. The Principal Program Analyst will lead assigned project teams to provide VA leadership with strategic planning, operations, project management, strategic communications, and change management subject matter expertise to enhance the efficacy and efficiency of their high-priority projects. This position will play an integral role as a liaison between key client stakeholders and multiple CATHEXIS Operations Managers and workstreams to identify opportunities and proactively enhance client support.
The Principal Program Analyst may manage, mentor, and develop Senior Program Analyst(s), Program Analyst(s), Subcontractor(s), and/or Associate Program Analyst(s) and oversee their tasks and work to ensure quality and timeliness standards are met. The Principal Program Analyst will also lead the effort to initiate, plan, execute, monitor, control, and close projects and all associated requirements, tasks, and deliverables. The position will build and maintain internal systems, processes, and deliverables that position CATHEXIS to deliver and coordinate the work requested by the client, including identifying and addressing personnel professional development plans. This position will partner with the Operations Manager to build an innovative and collaborative team culture that reflects CATHEXIS’ values in their work.
Responsibilities:
- Support and serve as Project Lead on client complex, integrated programs and projects
- Host, attend, and participate in virtual team and client meetings to determine client support needs, assess and ensure client satisfaction, provide project updates, and present deliverables
- Manage, support, and oversee the work of Senior Program Analyst(s), Program Analyst(s), Subcontractors, and/or Associate Program Analyst(s)
- Coach, mentor, and oversee performance management of junior team members, supporting their individual project responsibilities and professional development and career goals
- Provide support to the Operations Manager
- Support the VA client in defining their strategic goals and operationalizing those goals into objectives, outcomes, and a roadmap to completion for each of the assigned projects
- Create professional-level PowerPoint presentations to convey key points and concepts in a simplified way that gains client buy-in/concurrence
- Conduct detailed proofreading and editing, supporting projects, ad-hoc client requests and assigned team deliverables
- Serve as a liaison for internal and external stakeholders, which requires synthesizing and translating information to a variety of audiences, to ensure alignment across workstreams, forward project progression, and operationalization of the client’s current and future goals
- Conduct research and/or oversee the development and delivery of research and experience-based guidance and advice to the client team pertaining to current or proposed projects and programs
- Build and maintain systems, processes, and deliverables that position CATHEXIS to deliver and coordinate the work requested by the client
- Develop and oversee the development of project plans, production trackers, briefings, talking points, data reports, agendas, invitations, scripts, proposals, PowerPoints, FAQs, and other deliverables, in support of client programs
- Prepare clear, grammatically correct, and accurate meeting minutes, as needed
- Submit high-quality deliverables to the client on or ahead of time and ensure timely delivery of products to the client by the project team
- Collaborate with and manage/direct subcontractors to facilitate client support
Requirements:
- Bachelor’s Degree (BA/BS)
- 8 years of experience with a BS/BA
- 6 years of experience with a MS/MA
- 1 year of experience with a PhD
- 0-3 years of experience of management experience
- Proven experience operating in a research and data-driven atmosphere
- Advanced Project Management experience
- Advanced knowledge in Microsoft Word, PowerPoint, Outlook, and Excel
- Demonstrated knowledge of AP style guide and ability to edit according to AP Style Guide and published standards
- Able to obtain a minimum of NACI (National Agency Check with Inquiries) for a Veterans Affairs Public Trust Clearance
- Availability to work (primarily remotely) from 8:00 a.m. to 5:00 p.m. ET, Monday-Friday

CATHEXIS offers competitive compensation packages to all eligible employees. Our goal is to provide a compensation package that reflects the value you bring to our team, is competitive with market rates, and promotes your financial security and personal well-being. The annual salary range for this role is $96,000 - $120,000. Please note that the salary information provided is a general guideline. CATHEXIS considers various factors in its final offer, including location, qualifications, experience, and skills.
