OCT Consulting LLC is a boutique management and strategy consulting company that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties

OCT is currently looking for a new Project Manager. The right candidate will be an experienced, organized, and detail-oriented Project Manager to support a government client’s Financial Planning and Policy (FPP) division. OCT is responsible for improving services provided through the client’s Working Capital Fund (WCF). The Project Manager will develop required project management artifacts and provide direction and support throughout the lifecycle of the project.

Alongside additional team members that will provide expert knowledge of WCF operations, the Project Manager will be responsible for the management and oversight of the project and ensure that all activities are in alignment with the client’s standards, processes, and procedures. The Project Manager will additionally be responsible for developing, preparing, and presenting program and project level content to executive audiences; developing and delivering risk assessment reports; scheduling and facilitating meetings; and developing and executing a project plan that ensures success of the project over its lifecycle. The Project Manager should be able to maintain an effective and efficient project management approach while managing to cost effectiveness and quality.

This position is contingent upon award of the contract.

Responsibilities and duties include, but are not limited to:

  • Provide project, program, and portfolio management services to the government client
  • Maintain knowledge of client standards, processes, and procedures to ensure project alignment with those standards
  • Provide feedback to client to support process improvement
  • Develop and execute a detailed and coherent project plan
  • Develop and refine key project management documents (e.g., the Project Management Plan, the Stakeholder Register, the Communications Plan)
  • Support executive-level meeting facilitation and scheduling
  • Develop, prepare, and present project content, including but not limited to status updates and informational briefings, to executive audiences
  • Develop risk assessment reports
  • Assist with the development of various presentations, briefing materials, plans, and infographics using Excel, Google, and MS PowerPoint
  • Conduct self-directed research and analysis, produce reports and presentations, and complete other work, as needed
  • Perform other administrative and management (e.g., conducting stakeholder briefings and feedback sessions) duties as needed 

Requirements

Qualifications and Skills

  • Minimum of ten (10) years of work experience providing project and program management support within the Federal government
  • Senior-level experience managing Federal projects of similar size and complexity
  • Possess a Project Management Professional (PMP) certification (Highly Desired)
  • Possess an understanding of how to apply risk and operational assessments to organizations
  • Demonstrated experience facilitating multiple projects spanning multiple stakeholder groups
  • Demonstrated experience critically analyzing complex problems across multiple organizations
  • Excellent organizational and detail-oriented working style
  • Excellent written and oral communication skills, and the ability to work collaboratively in support of senior government stakeholders
  • Proficiency in Microsoft suite of programs, as well as Google tools to manage Shared files
  • Demonstrated experience managing competing priorities and multiple taskings, and work in a fast-paced working environment
  • Bachelor’s degree or master’s degree (Preferred)
  • Knowledge of working capital fund concepts and operations (Preferred)
  • Knowledge of Federal accounting standards and fiscal laws/regulations (Preferred)
  • Must be a U.S. Citizen

Ability to Commute

The position is primarily off-site but may require occasional in-person presence for meetings and client collaboration at the Federal client site located in Washington, DC.

Salary: $120,000 - $175,000 per year to commensurate with experience and education.
