Project Specialist Roles and Responsibilities:
a) The primary role of the Project Specialist/Engineer is to assist the NPS Project Manager is cradle to grave
project management and administration. The Engineer will oversee, manage and inspect the work of
various design and construction contractors performing work for various design and construction activities
on multiple projects as delegated by the Contracting Officer through the Firm; the Engineer shall actively
manage, monitor, guide and inspect projects for progress, quality, budget and costs, and conformance
with contract documents and project requirements.
b) The Engineer shall coordinate closely with the Project Manager and other project stakeholders, as
appropriate, and shall actively work to resolve problems, issues, and delays as they arise.
c) The Engineer shall assist the Project Manager in creating and providing formal written notification and/or
direction to contractors and project stakeholders. The Engineer will draft all manner of project/contract
documents and correspondence.
d) The Engineer shall investigate and analyze issues that involve potential impacts to project schedules,
budgets and/or costs, shall coordinate with project stakeholders, and shall make recommendations to the
Project Manager and/or the Contracting Officer.

Top Secret Clearance
The Project Specialist (PS) assigned to this contract shall have a Top Secret level security clearance
and have the ability to retain a Top Secret level security clearance.
The Project Specialist (PS) categories are as follows:
Education/Certification and Experience Required:
Level 1: Minimum 4+ year Bachelor’s degree in Business, Engineering, Construction, or other related field
from an ABET accredited engineering college or university with a minimum of 2 or more years of
relevant construction / engineering work experience – OR – 2 year Associate degree in a
construction related field and 6 years relevant work experience.
Level 2: Minimum 4+ year Bachelor’s degree in Engineering, Construction, or other related field from an
ABET accredited engineering college or university with a minimum of 2 or more years of relevant
construction / engineering work experience and actively participating in Engineer in Training (EIT)
program in preparation for taking the Professional Engineer exam to become a registered PE – OR
– 3 years post-secondary school in an ABET accredited engineering program, or related science
curriculum and 6 years relevant construction / engineering work experience and actively
participating in Engineer in Training (EIT) program.
Level 3: Minimum 4+ year Bachelor’s degree in Engineering, Construction, or other related field from an
ABET accredited engineering college or university with a minimum of 8 or more years of relevant
construction / engineering work experience; Registered Professional Engineer in one of the 50
states or U.S. Territories, preferably the District of Columbia, Maryland or Virginia – OR – has a
Master’s degree in Engineering, Construction, or other related field from an ABET accredited
engineering college or university with a minimum of 6 or more years of relevant construction /
engineering work experience – OR – has a Doctorate degree in Engineering, Construction, or other
related field from an ABET accredited engineering college or university with a minimum of 4 or
more years of relevant construction / engineering work experience.
Level 4: Minimum 4+ year Bachelor’s degree in Engineering, Construction, or other related field from an
ABET accredited engineering college or university with a minimum of 12 or more years of relevant
construction / engineering work experience; Registered Professional Engineer in one of the 50
states or U.S. Territories, preferably the District of Columbia, Maryland or Virginia – OR – has a
Master’s degree in Engineering, Construction, or other related field from an ABET accredited
engineering college or university with a minimum of 10 or more years of relevant construction /
engineering work experience – OR – has a Doctorate degree in Engineering, Construction, or other
related field from an ABET accredited engineering college or university with a minimum of 8 or
more years of relevant construction / engineering work experience.
The Engineer shall be computer literate, knowledgeable in design and construction practices including applicable building codes, cost breakdown estimating and negotiating, and technical writing. The Engineer BPA 140P2023PA00XX Scope of Services Page 16 of 24 shall have managed projects ranging from simple to complex design and construction with multi-year phasing and overlapping schedules, high visibility, multiple functions (design, construction, planning), controversy, unusual design/construction components with novel problems requiring unique solutions, significant political interest/oversight, and jurisdictional disputes; possesses knowledge of project management concepts, and understanding of authorities, responsibilities, and accountabilities of the project management philosophy. The individual shall have strong written and verbal communication, problem-solving, and conflict resolution skills; possesses knowledge of contract administration and compliance; possesses knowledge of software and have sufficient computer operating skills to be able to open and manipulate Microsoft Project schedules and be proficient in Microsoft Word and Excel.
