Global Dimensions LLC is seeking a skilled and experienced Strategic Planner (SP)/Operations Analyst (OA) to join our team and provide expert day-to-day analysis, assistance, advice, planning, data gathering & integration and preparation of plans and strategies that directly support the USSOCOM (United States Special Operations Command) Command Digital and Artificial Intelligence Office (CDAO) Director and Deputy Director in accomplishing the CDAO’s mission and strategy.
AI Employment: CDAO will expand the application of Al/ML technologies at every echelon of our formation and in doing so identify and overcome technological, policy, and process constraints to expansion. AI Ready Workforce: CDAO will grow SOF professionals from digital and data enthusiasts to conversant AI/ML practitioners across our enlisted, officer, and civilian ranks. Coordinate with other USSOCOM Directorates, SOF Components, and Theater Special Operations Commands to understand, categorize, and summarize SOF training, and education issues that impact or require senior leader decision.
The Strategic Planner (SP)/Operations Analyst (OA) shall:
· Coordinate with other USSOCOM Directorates, SOF Components, and Theater Special Operations Commands to understand, categorize, and summarize SOF Digital/Data training, readiness, or operational issues that impact or require senior leader decisions in addition to academia and industry.
· Develop, review, and recommend implementation strategies for plans, programs, policies, and resources as they relate to SECDEF-directed USSOCOM missions, plans, and functions.
· Develop, review, and provide information papers and reports that support CDAO programs and CDRUSSOCOM Priorities.
· Develop, process, track, organize, and reconcile requests for information; and develop, package, coordinate, and monitor new initiatives/programs that support the operational readiness of SOF.
· Coordinate with counterparts at the SOF Components and Theater Special Operations Commands to understand, categorize, and summarize SOF AI/ML requirements and related resourcing issues that impact or require senior leader decisions.
· Develop courses of action and recommendations that provide coherent rationale for CDAO programs, initiatives, activities, and resources in preparation for submittal to decision makers.
· Provide advice, analysis, and recommendations on a wide range of plans, policies, and activities associated with managing and resourcing CDAO programs.
· Recommend adjustments to Directorate-level policies, procedures and resourcing strategies that enhance the CDAO's ability to execute its mission.
· Review CDAO mission, organization, functions and manning, and recommend modifications as appropriate to include resourcing impacts.
· Support the development of courses of action for new or necessary adjustments to CDAO policies, procedures and resourcing strategies that enhance the CDAO’s ability to execute its mission.
· Recommend alternative courses of action to support Government programmatic decision-making and develop recommendations based on qualitative and quantitative evaluations. Conduct analysis and data management of CDAO overarching program measures of performance and effectiveness.
· Collaborate with other HQ staff directorates, SOF Components and TSOCs to ensure alignment with CDAO missions, requirements, programs and resources. Assist counterparts at the TSOCs and Components by identifying and accurately articulating CDAO overarching program requirements and issues.
· Assist in the development of program strategies and plans in collaboration with other subordinate offices within the SOCC, SOCS, the CDAO and other J-codes within the HQ; provide analyses and review to assure appropriate planning, coordination and resourcing of CDAO programs.
· Interface with other USSOCOM, DoD and Joint Staff communication and management systems to ensure senior leaders in the decision-making process have visibility of necessary program management information.
· Research, draft, review and provide comments on policy, manuals, procedures, memorandums, and other related documentation.
· Provide analytical support for the planning, execution, reconciliation, development and tracking of documents related to program management.
· Coordinate/resolve program issues/requirements as necessary with government representatives.
· Develops a talent management system that facilitates the recruitment, onboarding, and departure of digital experts across the CDAO. Coordinates hiring actions with SOCS and the USSOCOM J1. Responsible for the modification of position descriptions to ensure personnel skills/knowledge/attributes equal organizational skill requirements.
· Advises the CDAO and Deputy CDAO of personnel talent status to include filled and vacant positions. Coordinates recruitment activities to obtain talent to meet skill shortages through the USSOCOM J1 and Air Force Personnel Center (AFPC).
· Provide Subject Matter Expertise (SME) to support the management and execution of special projects requiring research, data interpretation, conceptualization of innovative ideas, development of resourcing strategies and detailed planning.
· Support and facilitate multiple high-priority projects requiring expert knowledge of USSOCOM, DOD and Service strategic planning, force management, and resourcing processes through critical phases to include project initiation, planning, coordinating, resourcing, and closing.
· Research and recommend appropriate actions on resourcing issues impacting CDAO. Provide SME and technical advice for matters relating to development, review, and evaluation of special projects supporting CDAO plans, programs, and resourcing.
· Manage and coordinate USSOCOM official taskings, requests for information, and information sharing processes on behalf of the USSOCOM Command Digital and Artificial Intelligence Office and serve as the Office USSOCOM Tasker Management Tool subject matter expert.
· Provide primary coordination of review and responses to SOFCIDS documents via In-Transit Visibility Dashboard. The SP/OA shall have the additional specific administrative duties to include: SOFREADY (Daily Accountability) Manager and provide any additional support as directed by the CDAO Director, Deputy Director.
Requirements
Required Skills/Qualifications:
• Bachelor’s degree in any field (preferred), or equivalent combination of professional military education, civilian education, and experience.
• 5 years of experience on executive-level DOD staffs (DOD, Joint Staff, Services, or Combatant Command).
• Minimum 5 years’ experience using communication skills, both written and oral, to include interacting with executive-level decision-makers and preparing detailed, strategic-level products relevant for senior (GO-/FO-/SES-level) decision-making use, and the ability to communicate at all levels.
• 5 years’ minimum in-depth knowledge of the history, missions, core activities, roles and functions of USSOCOM and its subordinate commands, acquired through multiple tours at USSOCOM, a TSOC, or one of the SOF Components.
• Experience using communication skills, both written and oral, to include preparation of written products for senior leader (general officer/flag officer/senior executive service level) use and the ability to communicate at all levels.
• Knowledge and understanding of the SOCOM TMT and FM14 Systems.
• Active TS clearance is required upon reporting with eligibility for SCI.
