Full Job Description

Welcome to the Town of Snow Hill! As the Code Compliance Officer, you will play a crucial role in maintaining the integrity and safety of our community. You will be responsible for enforcing the town's code of ordinances and regulations to ensure compliance with local laws.

Reporting to the Planning and Zoning Official, you will conduct inspections, investigate complaints, and work closely with residents and businesses to address issues related to code violations.

In collaboration with the Planning and Zoning Official, you will support the efforts to improve the town's appearance and quality of life. You will also partner with other town departments to coordinate code-related activities and initiatives.

Under supervision of the Planning and Zoning Official, the CCO is responsible for ensuring compliance with the Snow Hill Housing, Building, and Zoning Codes, as well as the SH Historic District guidelines, consistent with the Comprehensive and Strategic Plans.

    • Conductinspections at various stages of construction projects for both residential & commercial projects, to ensure compliance with Town of Snow Hill Building and Zoning Code regulations, State and Federal Codes, and approved plans. This includes inspecting foundations, framing, electrical systems, plumbing installations, HVAC systems, fire safety, and overall structural integrity. 
    • Identify code violationsand serve notices of violations, issue correction orders and stop-work orders. 
    • Receive, record and respond to complaints and concerns in a timely manner. 
    • Conduct field investigations of reported concerns and continue follow-up until resolved.
    • Monitorexterior residential additions/alterations of properties.
    • Administer the minimum standards of habitable and non-habitable structures, equipment and sanitation and enforce penalties, where applicable.
    • Collect information regarding deficient properties, as required.
    • Handle evictions and appeals.
    • Enforce demolition orders.
    • Require proper display of permits.
    • Maintain detailed records of inspections, findings, violations, and corrective actions taken. 
    • Prepare written reports that accurately reflect the status and compliance of the project. Keep inspection records, make reports, monitor cases, and maintain appropriate files.
    • Perform other related duties assigned or required.

Requirements

  • High school diploma or equivalent
  • Prior experience in code enforcement or related field
  • Knowledge of local codes, ordinances, and regulations
  • Become an ICC Certified Residential (IRC) Building Inspector within 12 Months of Hire.
  • Become an ICC Certified Commercial (IBC) Building Inspector within 24 Months of Hire.
  • Strong interpersonal and communication skills
  • Ability to effectively investigate complaints and document findings
  • Demonstrated ability to work independently and make sound decisions
  • Attention to detail and ability to multitask
  • Customer service-oriented approach
  • Valid driver's license
  • Ability to work flexible hours, including evenings and weekends, as needed
  • Associates Degree in a related field (preferred)
  • Knowledge of building and property maintenance codes (preferred)
  • Experience working in a local government setting (preferred)

  • Maintain effective working relationships with Direct Supervisors, Town of Snow Hill Mayor and Council, State and Federal Agencies, utility providers, contractors, consulting engineers, property owners, business owners, and guests.
  • Communicate effectively both orally and in writing with various levels of state, local and federal officials, as well as the general public, and citizens of Snow Hill.
  • Pursue resources for technical and engineering skills, as needed.Strong organizational and time management skills
  • Ability to handle difficult and sensitive situations diplomatically
  • Knowledge of basic computer applications and record-keeping systems
  • Ability to maintain confidentiality and handle sensitive information with discretion
  • Ability to work collaboratively and establish positive working relationships
  • Physical ability to perform inspections and walk long distances

  • As a full-time employee of the Town, you are eligible and required to contribute to Maryland State Retirement. 
  • As a full-time employee of the Town, you are eligible to participate in the Town’s employee health benefits program. 
  • Health benefits eligibility date is the first day of the month. 
  • In the first year of employment, you are also eligible to accrue 3.33 hours per month of vacation leave.  Personal leave is accrued annually at a rate of 12 hours per quarter.  Sick leave is accrued at 8 hours per month.  
  • You are eligible for 15 paid holidays per year.  This is subject to the Town’s regular full-time benefits accrual procedures. 
  • The Town reserves the right to eliminate or modify any of its benefits at any time.
