Ripple Effect is seeking an experienced data scientist to lead our emerging Digital Transformation Division, providing expert consulting services to NIH, CMS, and other federal government agencies. This role involves leading a team that is dedicated to advancing data analytics and visualization, implementing workflows, models and automations to improve business functionality, and delivering insights that inform policy and decision-making within the national digital sector.

  • Salary Range: $147,029 - $169,083 per year, and eligible for the executive career program (how we pay and promote) 

Responsibilities

  • Manages large projects and teams of programmers, data scientists, analysts, and other professional staff in support of government contracts.
  • Designs and execute projects in collaboration with government stakeholders to identify data-driven solutions that address complex challenges.
  • Analyzes large datasets to optimize policy development, improve operational efficiency, and enhance public services.
  • Develops, refines, and advises on systems that comply with federal data security and privacy regulations.
  • Leads the overall strategy, design, implementation and maintenance of new and existing systems, including researching new technologies and conducting feasibility studies.
  • Advises clients on technical approaches (including meeting cadence, research approaches, resource needs, communication strategies, and data management) in a clear and actionable manner.
  • Oversees and trains team on business requirements gathering, development, maintenance, testing, documentation and deployment process to ensure on-time delivery and high-quality.
  • Develops a detailed solutions roadmap and project plan to track progress and manage changes in project scope, schedule and costs.
  • Leads the development of processes and procedures that enhance effectiveness and efficiency of team's operations.
  • Develops and maintains a pipeline of relevant proposal opportunities by refining relationships, vetting opportunities, leading proposals and overseeing the pricing and technical solutioning for proposals.
  • Promotes the company and the division by contributing to recruiting, participating in networking events, presenting at professional meetings and actively developing networks.
  • Develops metrics to monitor division's performance and provides coaching and mentoring to develop team and enable high performance on division projects.
  • Performs other job-related duties as assigned.

Requirements

Minimum Education and Experience

  • Bachelor's degree in a relevant field
  • 17 years of relevant experience (e.g., digital transformation, technology consulting)
  • 5+ years of experience in a leadership or managerial role
  • 3+ years of experience in a government contracting environment

Basic Requirements

  • Proven leader in developing and executing strategic plans for digital transformation initiatives
  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
  • Familiarity with federal data management standards and compliance regulations
  • Proven track record of delivering successful digital transformation projects
  • Knowledge of machine learning techniques and statistical computer languages
  • Strong understanding of AI and other emerging technologies and their impact on organizations
  • Excellent leadership and management skills, with the ability to inspire and motivate a team
  • Ability to cultivate relationships with clients and stakeholders at all levels
  • Exceptional communication and presentation skills
  • Experience managing budgets and allocating resources
  • Knowledge of current and emerging technologies and industry trends, and ability to deliver knowledge through consulting projects
  • Advanced ability to navigate, develop in, and train others on Microsoft Teams, SharePoint, Power Platform and the full Office suite

Skills that Set you Apart

  • Master's or Doctoral degree in relevant field
  • Prior leadership role in government contracting environment
  • Proven experience engaging with technical and nontechnical audiences
  • Record of fostering a culture of innovation and continuous improvement on teams
  • Certifications in project management or digital transformation methodologies
  • Experience with NIH or CMS projects
  • Expertise in change management
  • Experience with health, science, and-or research based agencies
