FINBACK 670, Inc. is seeking an Environmental/Industrial Hygiene Independent Technical-Report Reviewer (ITR) that can join our team and support our growing client base. ITR team members report to the FINBACK 670 Operations Officer. An ideal candidate should be a self-starter with excellent written and spoken communication skills. The job requirements are also demanding of a very high degree of attention to detail and organizational abilities.
An independent technical reviewer will spend their day reviewing complex environmental evaluations for regulatory driven programs. ITR requirements include inspection data, reports, and photos to confirm compliance to program and production standards, which are grounded in federal, state, and local regulations. If a report is found to be out of compliance with regulations or program requirements the report will need to be returned to the field inspector, program manager, or both, for review and report correction and subsequent final approval. A successful candidate will need to communicate effectively with all related stakeholders: program managers, field staff, and FINBACK 670 team members.
The position is available in Home Port – Baltimore, or Home Port – Carolina (North or South). Remote worker options are available, but reliable broadband internet connectivity is required.
A successful candidate for the role of Independent Technical Reviewer will receive training for licensing and/or accreditation as a Lead-Based Paint Inspector, Risk Assessor, Asbestos Inspector, and Residential Radon Measurement Provider.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
- Reviewing, monitoring, and auditing inspection reports and field data records to ensure regulatory and program compliance to:
- 40 CFR Part 745.227 – Work Practice Standards for Conducting Lead-Based Paint Activities: Target Housing and Child-Occupied Facilities.
- 40 CFR Part 763 – Asbestos
- 29 CFR Part 1926.62 – Safety and Health Regulations for Construction
- 24 CFR Part 35 – Lead-Based Paint Poisoning Prevention in Certain Residential Structures
- State and local regulations
- HUD Chapter 5 – Risk Assessment and Reevaluation
- HUD Chapter 7 – Lead-Based Paint Inspection
- HUD Chapter 15 – Clearance
- HUD Chapter 16 – Investigation and Treatment of Dwellings that House Children with Elevated Blood Lead Levels
- ASTM Standards:
§ Visual Lead-Based Paint Assessments
§ Chain of Custody and Laboratory Standards as they relate to:
§ Paint chips
§ Dust wipes
§ Soil samples
- Professionally following-up with field staff and program managers when non-compliance has been detected.
- Assignment and confirmation of corrective actions.
- Confirming field data and laboratory results are correctly addressed and added to reviewed reports prior to approval.
- Confirming environmental hazards are correctly identified.
- Analyzing, summarizing, and reporting on findings to program managers and stakeholders.
- Compiling required reports.
- Maintaining a steady flow of report reviews to maintain program goals/quotas.
- Managing and maintaining communications between ITR and program stakeholders to track adherence to regulatory and program requirements.
- Report and summarize exception trends of associated field staff members and program managers.
- Identify program flaws and deficiencies.
- Thinking critically to offer solutions for program improvements and interfaces based on the reporting and reviewing processes.
- Provide program oversight in accordance with federal, state and local regulations to ensure compliance.
QUALIFICATIONS AND BASIC JOB REQUIREMENTS
- Education / Experience:
- Bachelor's degree with a preference for a Bachelors in Environmental Science or Industrial Hygiene (documentation required) and 1 year of experience in a related field (e.g., lead, asbestos, environmental remediation work, or construction), or an Associates degree and 2 years experience in a related field (e.g., lead, asbestos, environmental remediation work, or construction); or
- Certification as an industrial hygienist, professional engineer, registered architect and/or certification in a related engineering/health/environmental field (e.g., safety professional, environmental scientist); or
- A high school diploma (or equivalent), and at least 3 years of experience in a related field (e.g., lead, asbestos, environmental remediation work or construction).
- Above average computer skills.
- Proficient with Microsoft Office applications.
- Excellent attention to detail and task prioritization skills.
- Ability to interact confidently with field staff and management.
- Personal travel for training/certification.
- Strong communication skills, both verbal and written.
- Ability to communicate with both clients and team members in a professional and courteous manner.
- Ability to follow verbal and written directions/communications and work independently to achieve deadlines and goals.
- Exceptional organizational skills to manage multiple projects in a fast-paced, deadline driven environment.
- Must have a personal credit card available for business related expenses with a credit limit of at least $ 2,500.00. Team members receive expense reimbursement every two weeks. No company credit cards will be issued.
