OCT Consulting is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

OCT is looking for a Project Manager (PM) to support the Defense Counterintelligence and Security Agency (DCSA). Known as America's Gatekeeper, DCSA is the largest security agency in the federal government dedicated to protecting America's trusted workforce and trusted workspaces. Within DCSA, the PM will oversee all aspects of program and project management, for the DOD Insider Threat Management and Analysis Center (DITMAC) System of Systems (DSoS) Program, providing advice and recommendations on the management, operations, and control of existing programs and projects, and advisory support of new programs and projects.  This position is contingent upon contract award.

Responsibilities include, but not limited to:

• Manage a team of 5-7 people, overseeing daily tasks and operations to ensure high quality and timely delivery.
• Serve as primary point of contact for the client.
• Track team activities, accomplishments, and deliverables on a weekly, monthly, quarterly, and yearly basis. Develop status reports and executive briefings.
• Develop, document, and implement methodologies necessary for project management.
• Provide program management support for several major acquisition programs. As needed, evaluate and improve existing procedures, processes, techniques, models and/or systems related to project/program issues.
• Provide governance support, including planning, scheduling (to include Integrated Master Schedule management/); compiling briefing materials; meeting management; and note taking, editing, and publishing.
• Maintain program risk matrix, and enhance program’s risk management process as needed.
• Translate stakeholder needs and expectations into statements assessing requirements.

Requirements

Qualifications:

• At least 10 years of demonstrated experience in managing complex federal government acquisitions projects tied directly to maintaining cost, schedule and performance tracking on a full-time basis.
• PMP certification.
• Masters degree in a related field
• Demonstrated expert level proficiency in Microsoft Office 365 (to include PowerPoint, Visio, Project, OneNote, SharePoint, Power BI)
• Strong verbal and communication skills
• Must be a US Citizen.
• Must hold a current DoD Top Secret clearance, and able to obtain and retain an SCI Eligibility.

Benefits

Salary Range: $110,000-185,000 commensurate with experience, education, etc.
