Full Job Description
The Affordable Housing Programs Specialist is a leader in the front-line implementation of and compliance with federal, state, and local laws, regulatory requirements, agency procedures, and IRS rules and regulations at all First Realty properties.
Job Functions:
As a member of our Compliance group, you'll be responsible for leading and supporting site teams with processing certifications and recertifications per HUD and IRS guidelines.
- Completes Annual, Interim, and Initial certifications
- Lead personnel on lease-ups at affordable properties
- Assist site staff when preparing for agency reviews
- Evaluate site compliance with company policies and procedures, legal requirements, and regulatory issues by participating in the First Realty Management Audit Team.
- Performs annual and spot file audits.
- Routine audit of site compliance with EIV, VAWA, 504 Reasonable Accommodation, and TRACS procedures.
- Processing and interpretation of new information regarding rules and regulations, and communicating this information to Site Managers and senior staff.
- Perform research to obtain the most current regulatory information.
- Prepares, updates, and maintains reports on agency requirements, regulatory programs, and initiatives as directed.
- Serves as a company-wide informational and research resource in the implementation of state law, and federal, state, and local regulatory programs.
Works with Compliance Director on educating front-line staff on regulatory programs and company policies and procedures by:
- Assisting in the development of in-house training programs.
- Ensuring mandatory reporting to regulatory agencies is completed timely and accurately.
- Researching and coordinating outside industry training programs
- Completing and keeping current with the First Realty Management Operations Manual.
Other Job Functions:
- Special projects as assigned.
- Local travel to our communities within Massachusetts, Southern New Hampshire and the Providence area as needed.
- Train staff members on recertification programs.
- Assist when sites are short-staffed.
Requirements
- Detailed knowledge of current federal, state, and local rules and regulations of assisted housing, specifically in the New England area.
- Excellent interpersonal skills with the ability to communicate and interact effectively with many people as well as give group presentations.
- Excellent writing skills with the ability to create well-written documents, memos, proposals, and reports.
- Excellent computer skills utilizing Microsoft Word, Excel, and other Microsoft Office products.
- Working knowledge of RealPage software products (OneSite).
- Ability to effectively search the internet and other resources to obtain the most current regulatory information.
Level of Education/Training/License:
- Bachelor’s degree in business preferred.
- C3P, SHCM, FHC, ARM, CPO, and NAHP certifications are preferred.
Experience:
- Five plus years experience in assisted multi-family rental housing utilizing knowledge of federal, state, and local housing regulations.
- Detailed knowledge of various subsidy programs such as Section 8 and LIHTC.
