Full Job Description
- Responsible for the procurement of vehicles for IUVP & IUCP (In-use verification program and in-use confirmatory program in-use) testing and emission investigation testing.
- Responsible for updating the annual master plan / tracking database, ordering and compiling customer information, creating & conducting mailings for both CA and MI, sorting responses, conducting phone screenings, greeting customers, conducting initial vehicle inspections, completing procurement agreements and vehicle documentation.
- Procurement agreements, vehicle documentation and inspections, include motor vehicle record requests, W9 incentive records, pre & post vehicle photographs and damage records, owner questionnaire, CarFax and warranty history checks.
- Supports vehicle procurement for Ann Arbor MI, Chino CA, and TRL high altitude testing.
- Support project manager with incentive tracking and requests, mailing equipment maintenance and repair tracking, and mailing supplies.
- Support project manager with weekly manager reports
- Support procurement governance documents and/or standard operating procedures
- Professional coordination of communications between procurement staff, test operations staff and the testing entities, as well outside entities as necessary
- Exceptional organization and communication skills, both oral and written, are necessary for this position. Conflict resolution related to timing, deadlines and performance quality will be another critical factor in this role.
- The procurement specialist will be expected to have strong people skills. Must be a proven communicator with a solid project management background.
- Flexible work schedule to support California procurement.
- Travel up to 10% (domestic and international)
Required Qualifications
- 1 year of customer service experience, 3 year preferred
- Knowledge of the CFR & CCR for in-use vehicle procurement would be beneficial
- Knowledge of vehicle emissions regulations, such as CFR 40 Parts 86, 600, would be beneficial
- Awareness of OBD (on-board diagnostic) system operation, and scan tools would be beneficial
- Awareness of HEV / PHEV / BEV would be beneficial
- Demonstrated ability to maintain confidentiality, high integrity and ethical behavior
Requirements
Education and Experience
- Associate Degree, Trade school or equivalent experience
- OEM IUVP (in-use) vehicle procurement experience preferred
- Customer service experience
- Valid Driver’s License and Satisfactory Driving Record
- Experience working in culturally diverse team environment beneficial
Required Skills
- Demonstrated Proficiency in MS Office - Word, Excel, PowerPoint, Outlook; MS Internet Explorer; MS Project
- Excellent Project Management, time management and organization skills
- Excellent oral and written communication skills
- Demonstrated good interpersonal skills
- Valid Driver's License
