Navarro Research and Engineering is recruiting for a Project Management Specialist in Carlsbad, NM.

This position will monitor, observe and report on execution, focusing on all aspects of project performance including budget, technical interfaces and concerns. Perform continuous, independent, observations performed through inspections or "walk-throughs" of the WIPP facility.
Roles and Responsibilities
- Perform oversight of construction general plant projects to ensure implementation of applicable quality assurance (QA) requirements.
- Monitor and evaluate contractor performance and progress to established milestones, cost, and schedules.
- Assist Project Engineer and project manager with organizing and planning project tasks, schedules, deliverables, and budgets.
- Utilize various scheduling systems [e.g., bar charts, milestones, critical path, the Network Analysis System (NAS)], as required to evaluate the progress of construction activities.
- Plan and conduct daily field/project inspections and independently prepare detailed technical reports for project manager, including but not limited to, contractor performance, status of materials, equipment, and staffing. Monitor and report weather conditions and safety issues.
- Evaluate the contractor's execution and analyze quality data to detect unsatisfactory trends, conditions, and/or weaknesses of assigned construction projects.
- Participate in initial design reviews and subsequent revisions for complex projects.
- Review draft documents, drawings, standards, technical specifications, and other engineering data to validate that contractor conforms to design concepts. Monitor contractor for compliance with all required quality control responsibilities.
- Review and evaluate construction documents, and engineering designs to ensure constructability and compliance with relevant standards, specification, and requirements.
- Track various civil and structural engineering projects to meet schedules and cost.
- Observe and evaluate contractor safe practices and elevate safety concerns, issues, and infractions to management.
- Review permits, engineering and construction support contracts for meeting safety and environmental requirements. Perform project specific inspections and report results.
- Consult and collaborate with engineering staff and other personnel to provide technical input and recommendations to draft documents, drawings, and specifications.
- Research, evaluate, provide technical input, present options, and assist in the development of applicable standards and technical specifications.
- Review Statements of Work, project manuals, government estimates, and supporting contract award documentation.
- Provide oversight of the WIPP M&O contractor and vendor (supplier) deliverables for civil and structural projects.
- Review contractor and vendor sampling and testing plans and procedures for applicability, accuracy, and implementation.
Requirements
PM Specialist I:
Associate’s Degree in a physical science, engineering, or technical discipline or related field (as approved by the contracting officer) and 10 years of relevant experience on construction projects.
PM Specialist II:
Bachelor's Degree in a physical science, engineering, or technical discipline or related field (as approved by the contracting officer) and 15 years of relevant project management experience, and six years of direct experience with DOE O 413.3B, Program and Project Management for the Acquisition of Capital Assets.
Requires well developed written and verbal communications skills.
