POSITION SUMMARY:
The Director of Data and Evaluation will lead and provide oversight for HousingPlus’s data-driven management and evaluation programs. This position oversees efforts to coordinate the collection of accurate data measures, strategically communicates input and outputs through reports and narratives, analyzes data to improve the quality of service provided to participants, reports on the organization’s programmatic impact and organizational effectiveness, and builds an organizational culture that uses data to improve programs and practices. The Director of Data and Evaluation will work with the VP’s of the housing programs to assess needs related to quality assurance and compliance and make recommendations on the expansion of the data and quality assurance team. This position will provide supervisory support for the Data Management Team as it continues to expand and work closely with the executive and senior management teams.
REPORTS TO: This position will report directly to the Vice President of Tenant Services, while working closely with the executive and senior management teams.
SUPERVISORY RESPONSIBILITIES:
- Supervises the Data Team and oversees the daily workflow of the department.
- Participates in the recruitment process of hiring and training new staff members.
- Provides constructive and timely performance evaluations.
- Provides professional development opportunities to the evaluation and learning team.
- Handles discipline and termination of employees in accordance with organization policy.
POSITION RESPONSIBILITIES:
- Works with other organizational leaders to create a culture of data-driven management.
- Manages and directs all functions related to the research, evaluation, and quality assurance of HP programs.
- Develops and oversees data monitoring strategy and data quality reviews.
- Acts as a main contact person in partner communications for the Data Department.
- Manages regular reporting and ongoing system monitoring for the collection and dissemination of data, dashboards, and reports to program directors, boards, and key stakeholders for use across the organization.
- Develops reports and presents critical data for internal and external audiences.
- Develops communication plans and policies that include data system training and refresher trainings for staff, interns, and volunteers to efficiently and timely provide any data requirements to the HousingPlus team.
- Develops and executes evaluation and data collection policies and practices and monitors uniform data collection compliance and quality across organization.
- Designs and coordinates implementation of quantitative and qualitative data collection instruments and materials to ensure necessary measurement and reporting tools are in place for grant compliance.
- Trains staff and partners and provides tools to ensure proper application of evaluation techniques and application.
- Establishes methods to monitor and evaluate program outcomes and assures the organization's ability to track program level data with a focus on outcomes.
- Stewards and cultivates high level partnerships with external research and evaluation partners. and serve as the project lead and point of contact on external evaluations.
- Partners with the senior management team in utilizing data for decision making and strategic planning.
- Serves as a liaison with partners and funders, interpreting data requirements to the team.
- Conducts system audits to ensure internal data tracking system is accurate, reliable, and reflective of the work the HP team provides.
- Serve as the HMIS Administrator ensuring compliance with data privacy regulations and the highest
- level of data security, update privacy policy as necessary and as mandated by the New York City
- Coalition on the Continuum of Care (NYCCCoC)
- Manages the case management database (AWARDS - Foothold Technology) for supportive housing programs.
- Performs performance improvement and continuous quality assurance activities.
- Improves services by informing new strategies, service design, and operations based on data
- Ensures compliance with all applicable laws and regulations of organizational policies and procedures.
- Ensures security and confidentiality of all stored data.
- Attends required meetings and training.
- Represents HousingPlus various internal and external committees, task forces, and professional organizations.
- Other duties as assigned by the Supervisor.
Requirements
- B.S. Degree required with a demonstrated track record of at least 5 years in applied research and/or evaluation.
- PhD or master’s degree in social science-related fields preferred.
- Experience working in the non-profit sector.
- Extensive experience in quantitative and qualitative analytic methods.
- Extensive experience with databases and case management systems (preferably AWARDS – Foothold Technology), particularly in customizing, no-code build out and managing new systems migration or product development.
- Knowledge of program evaluation concepts and applications; experience and/or leadership in conducting developmental, formative and summative evaluations.
- Knowledge of organizational change, organizational culture, and data-driven decision making.
- Ability to analyze and communicate complex data.
- Ability to communicate with diverse audiences – professionals at all levels to include, program directors and program staff, policy-makers, board, funders, etc.
- Proficiency in effective oral and written communication.
- Ability to effectively work independently, problem-solve, multi-task and take initiative.
- High organization and detail-oriented skill ability.
- Knowledge of related database software is a plus.
- Proficient in Microsoft Office
- The ability to proficiently utilize database(s) and information tracking systems relevant to duties and participate in training sessions.
- Demonstrated leadership skills with ability to engage, lead, motivate, train, and manage a diverse and high performing team.
- Bilingual English/Spanish preferred but not required.
- Ability to establish and maintain effective working relationships with others.

WORK SCHEDULE
- The Director of Data and Evaluation position is a full time, salaried position. Hours worked will be weekdays at a mutually agreed-upon schedule. Evening and/or weekend work also may be required.
- Office location is in Brooklyn, New York.
