Full Job Description
The director of Children, Youth, and Families (CYF) is tasked with developing, sustaining, and directing the Agency’s strategic vision and ensuring that all individuals remain committed to protecting children, consistent with the Agency’s values. Internally, the director oversees the Agency’s operations and programs, monitors statutory and regulatory compliance, and both leads and personally undertakes the Agency’s budgetary and strategic financial planning activities. Externally, the director serves as the chief point of contact for other county agencies, departments, and courts, as well as local and state human service organizations and community partnerships. The director works to promote a culture of excellence and continuous improvement among Agency staff and is tasked with anticipating complex and difficult problems before they arise and addressing existing vulnerabilities at their earliest manifestation.
Requirements
The new hire will implement and interpret policies, oversee statutory and regulatory compliance, and lead the administrative team to ensure all units within the Agency uphold its mission, values, and strategic goals. This individual will lead, coach, develop, and retain staff, managing performance and discipline of direct reports. They will partner with local human services agencies and state regulatory bodies to establish strategic responses to organizational and sector challenges. They will negotiate service contracts, monitor service agreements with providers, meet with main providers to discuss service needs, and approve service authorizations. Additionally, they will shape and implement Agency strategy, oversee programs, operations, and financial management, assess organizational effectiveness, and formulate strategies to address weaknesses. They will lead annual planning and budget processes, undertake strategic initiatives, and represent the County and Agency on boards and committees at various levels. Serving as a liaison to external stakeholders, they will address community and family concerns, complaints, investigations, case queries, Agency procedures, first-responder protocols, and CPSL compliance. They will direct, supervise, and evaluate service delivery and training for CYF staff in accordance with legislative mandates, Public Welfare Code, Juvenile Act, Department of Public Welfare regulations, court directives, and other relevant statutes and regulations. They will work with court entities to ensure oversight and collaborate with courts to develop policies, programs, and services aligned with the Courts' philosophy, as well as work closely with internal County offices and the Juvenile Probation Office.
