Full Job Description

Our hire is an addition to staff who will obtain criminal history information through use of Pennsylvania Justice Network (JNET) and National Crime Information Center (NCIC)/Commonwealth Law Enforcement Assistance Network (CLEAN) for witnesses, victims, and suspects for criminal cases generated within the District Attorney's Office. The information is used to compile sentencing guidelines brought to Blair County Court of Common Pleas from six magisterial district judge courts. This person will also search dockets for new cases, compile criminal histories on new cases, determine prior conviction(s), and enter conviction(s) into JNET Sentencing Guidelines Software (SGS Web) to determine applicable prior record score for defendant.

Additional essential duties include entering Offender Tracking Number (OTN) into JNET SGS Web to obtain list of charges per defendant, determining applicable mandatory minimum violations, and creating sentencing guideline accordingly; obtaining certified copies of out-of-county and out-of-state convictions for witnesses and defendants; communicating as necessary with law enforcement agencies in and out of this jurisdiction and the Commonwealth to confirm convictions via independent verification outside of NCIC/CLEAN; maintaining all certifications and compliances as required by law in order to use law enforcement computerized systems; tracking that each criminal history is generated, recipient(s), purpose of report; obtaining lab reports from Pennsylvania State Police lab and scanning to criminal file; and maintaining utmost confidentiality.

Requirements

Qualified applicants will hold an associate degree in related field or possess equivalent or greater experience working with JNET and Pennsylvania sentencing guidelines; develop and maintain knowledge of Pennsylvania Statutes Title 18 (Crimes and Offenses), Title 35 (The Controlled Substances, Drugs, Device, and Cosmetic Act), Title 42 (Judiciary and Judicial Procedure) within three months of placement into position if without satisfactory level at time of hire; aptitude to collect, research, and interpret information in order to independently recognize and execute actions and steps to accurately determine defendant's prior record score; English language skills sufficient to communicate clearly with customers in writing and verbally; demonstrated experience working in a fast-paced environment with frequent change and the need to meet regular deadlines; proficient skills with e-mail, Internet, spreadsheet, and word processing applications; competency within office computer systems if without it at hire; accuracy, attention to detail, and thoroughness; and demonstrated skills in organization, time management, and multitasking. Further, applicants must have no convictions for a crime by a state or federal government for which the punishment could have been imprisonment in a federal penitentiary or state prison, must be fingerprinted, and must pass a post-offer, pre-employment criminal background check and drug screening. The job must be performed on site in the Blair County Courthouse, and work visa sponsorships cannot be provided.
