The salary range for this position is $100,000 to $130,000, with full benefits package.

The Position

Reporting to the President and Chief Executive Officer, the Vice President, Partnerships & Collaboration will build on the organization’s momentum to accelerate and drive the success of Team PA’s CSCs. Three CSCs have been activated in the past two years with two more poised to advance, tied to the adoption of our bold, new strategic plan.  Review our most recent Annual Report to learn more about the specific recent activities of the three CSCs. The Vice President, Partnerships & Collaboration will be charged with building strong relationships and networks within and across the CSCs and managing the team and events that position CSCs as critical conveners for complex issues. 

This role requires: 

  • Strategic relationship building; 
  • Managing a team that brings industry, business, policy, and project knowledge;
  • Navigating complex networks of individuals, organizations, and resources; 
  • Analyzing the considerable data and research to understand the drivers of Pennsylvania’s economy;
  • Identifying opportunities and roles for CSCs to activate levers to effect change;
  • Connecting people, partners, and resources to drive meaningful work. 

The Vice President, Partnerships & Collaboration position reports directly to Team Pennsylvania's President and CEO and will work closely with other senior leaders of the organization to accelerate economic growth. On a day-to-day basis, the Vice President, Partnerships & Collaboration leads, manages, and coordinates the work of multiple CSCs and is responsible for ensuring successful cross-coordination between those areas and with other areas in the organization. The  Vice President, Partnerships & Collaboration is a skilled manager, with experience and comfort interacting with senior executives. The  Vice President, Partnerships & Collaboration is nimble, transparent, able to lead in a nonpartisan capacity, thrives in a participatory leadership environment, and demonstrates a very high level of personal responsibility.  

The following focus areas will be key for this role in the coming year:

Cross-Sector Collaboration Strategy

  • Lead and oversee CSCs in high-growth sectors to build strong networks that come together with shared purpose with space for differing points of view in how economic potential is realized 
    • Oversee CSC quarterly meetings and special events
    • Elevate opportunities within CSCs that align with organizational goals
    • Identify, track, and share metrics to capture CSC work and impact
  • Monitor economic trends and data for Pennsylvania, peer states, the region, nationally, and internationally
  • Work closely with internal marketing/communications/external relations team to capture and accurately tell Team Pennsylvania’s story of cross-sector collaboration and our unique value proposition to external partners and funders

Partnership Building & Engagement

  • Build relationships with leaders across business and industry, academia, public sector, organized labor, and nonprofit organizations and strategically leverage those relationships toward shared goals for accelerating Pennsylvania’s economy
  • Build, develop, and strengthen foundation relations, identifying grant opportunities to support organizational priorities and growth
  • Represent Team Pennsylvania at events, conferences, and external engagements as a leader of our CSCs
  • Support Team Pennsylvania's external communications strategy by assisting in the development of collateral material, web content, social media postings and presentations articulating the value of the CSCs 
  • Work with external partners to harness resources for Team Pennsylvania to braid and leverage toward priorities identified in cross-sector collaboration
  • Support fundraising efforts in partnership with development team

People & Budget Management

  • Build and manage a highly effective and cohesive team that delivers on Team Pennsylvania’s goals and priorities for economic growth
  • Monitor team performance and carry out supervisory responsibilities, including assigning and directing work, evaluating performance, and delivering timely and constructive feedback 
  • Provide leadership in assessing organizational impact priorities, projects, and activities and their feasibility in attaining the organization’s mission
  • Identify and shape new positions when appropriate and participate in hiring decisions for supporting CSCs
  • Direct manager of the following employees and contractors:
    • Policy Directors 
    • Policy Coordinator
    • Policy Advisors and Consultants
  • Work in partnership with the following employees and contractors managed by President and CEO Abby Smith:
    • Senior Managing Director, Economic Growth Strategy & Partnerships
    • Senior Managing Director, Strategic Energy Initiatives
    • Strategic Policy Advisor
  • Work closely with the finance team to establish and implement grant administration protocols and procedures
  • Work closely with the finance team to budget and monitor CSC operations to ensure sound fiscal and system management
  • Oversee the budget development process for CSCs and maintain a high level of fiscal responsibility
  • Serves as the primary staff lead for the Resource Allocation Committee

Requirements

Qualifications

  • At least seven years of management and leadership experience in economic development, public policy, or non-profit/philanthropic strategy implementation
  • Possess a proven ability to work collaboratively as part of a team and an interest in building a strong organizational culture 
  • A strategic mindset and ability to connect programs to organizational goals and outcomes 
  • Display excellent and versatile oral and written communications skills including the ability to summarize detailed information to senior level audiences, and to adapt to meet the needs of the CEO
  • Strong program, budget, and grant management skills 
  • Proven results leveraging available resources effectively to meet program objectives 
  • Demonstrated commitment to the principles of equity, diversity, inclusion, access, and belonging with experience in implementing these principles 
  • Effective team leadership and managing change skills while balancing competing priorities strongly desired 
    • Demonstrated accomplishments in a senior management role, with a proven track record in building and managing effective teams 
    • Demonstrated ability to mentor and coach senior staff members and coordinate between multiple programmatic areas  
    • Ability to exercise sound judgment, make timely decisions and advise staff on multiple projects, priorities and deadlines while providing timely, comprehensive feedback 
  • Demonstrate respect and professionalism clearly and consistently with all people 
  • Exercise high and strict levels of confidentiality and use professional judgment and discretion 
  • Proficiency with Microsoft Suite (Word, Excel, PowerPoint), Google Suite, Slack, and other technology tools that advance the portfolio of work (Required)
  • Ability to travel to the Harrisburg office at least 4 days/week. (Required)

The Opportunity

In June 2022, Team PA’s Board of Directors adopted a new strategic plan charting a growth-oriented course. Since then:

  • We’ve increased our reach: Over 300 organizations began participating in our CSCs - from start-ups to Fortune 500s, from R1 universities to community colleges - along with leaders in labor, NGOs, and the public sector in our new mode of Cross-Sector Collaboration. 
  • We’ve begun making an impact: The outputs of our work are slowly but surely leading to outcomes, particularly in energy, agriculture, and manufacturing. With every report, op-ed, and event, we’re taking an action-oriented approach to long-term systems change work with our eye on the horizon. 
  • We’ve grown our organization: Since 2022, we’re doubled the size of our staff and our operating budget, as well as adopted a new brand identity to match this action-oriented, external-facing new way of working.
