Navarro Research and Engineering is recruiting a Project Controls Specialist. This position is fully remote.

This position will support the Department of Energy Office of Clean Energy Demonstrations (OCED). OCED is a multi-technology office responsible for overseeing more than $20B of investment in large scale demonstrations in emerging technologies such as clean hydrogen, carbon capture, advanced nuclear reactors, grid-scale energy storage, industrial emissions reductions as well as demonstrations in rural and socioeconomically disadvantaged regions. We are looking for individuals with a range of skills and interest in large-scale clean energy demonstration projects, particularly in renewable systems, carbon capture and removal, hydrogen, and nuclear energy technologies.

This position is remote, with the expectation that candidates can work during Eastern Time Zone office hours. Residency in the United States is a mandatory requirement.

Responsibilities:

  • Develops, maintains, and analyzes integrated critical path schedules for major projects and/or portfolio of projects in accordance with contract specifications. 
  • Develops and documents project planning considerations and objectives, scope, and milestones to incorporate into the schedule. 
  • Gathers project progress information from project manager and project team members to update and monitor the project. 
  • Evaluates and updates data regarding schedule dates, physical percent complete, resource requirements, subcontractor commitments and project accruals. 
  • Reviews schedule progress and productivity of resources. 
  • Develops time-phased project cost and resource forecasts; validates project costs; updates requirements as required. 
  • Monitors progress of project deliverables and actual expenditures versus forecasts. 
  • Performs performance reporting for a portfolio of projects or programs using Earned Value Management. 
  • Conducts financial analysis including variance, risk and profit/loss analyses, etc. 
  • Performs non-routine analyses and prepares non-routine financial reports. 
  • Documents and assesses the impact of project changes on cost/schedule baselines. 
  • Evaluates and raises project early warning signals to project manager or project lead. 
  • Evaluates and recommends resource realignments to maintain project execution. 
  • Generates and analyzes earned value reports for projects and discuss any observations with the project manager. 
  • Prepares client and internal status reports to communicate cost status and documents trends. 
  • Ensures compliance with internal procedures and contractual specifications such as federal/government regulations. 

Requirements

Minimum Qualifications:

  • This position is remote, with the expectation that candidates can work during Eastern Time Zone office hours. Residency in the United States is a mandatory requirement
  • This request is for junior and mid-level schedulers. This would translate as 1 to 6 years of Department of Energy related experience.
  • Bachelor’s degree required (engineering, construction management or related field preferred) 
  • Beginner level to senior level user of MS Project 
  • Beginner level to mid-level competency in both schedule and cost control 
  • Advanced level understanding of Microsoft office suite 
  • PMP or other applicable certification preferred 
  • Department of Energy (DOE)  experience
  • P6 experience a plus 
  • Ability to pass a federal background check and drug screen
