This is an exciting time to work at Amarillo College! We are seeking our next full-time Executive Director of Workforce Training & Development at the Innovation Outpost who will be all-in on our mission and who will direct, develop, implement, and oversee non-credit revenue-generating workforce programs at Amarillo College including corporate and contract training (e.g., Skills Development Funds, Lone Star Workforce of the Future Funds) related to job training services and programs, as well as maintaining and growing enrollment and revenue under workforce development.
GENERAL QUALIFICATION REQUIREMENTS
EDUCATION:
Required: Bachelor's degree in business administration, social/human sciences, higher education administration or related field.
Preferred: Master's degree in business public administration, social sciences, higher education administration or related field.
EXPERIENCE AND TRAINING:
Required: Four (4) years of experience in workforce grants, contract development, or successful management experience in higher education and Two (2) years of supervisory experience.
Preferred: Five (5) or more years working on TWC workforce training grants such as Skills Development funds, Skills for Small Business program in a community college setting.
JOB DUTIES AND RESPONSIBILITIES:
- Manage and lead grant, contract, or corporate-funded workforce training programs.
- Develop budgets for operating programs toward a self-sustaining budget model.
- Lead grant, contract, or corporate funded projects including the TWC Texas Skills Development Funds, Lone Star Workforce of the Future Funds, Skills for Small Business program grants, and THECB True grants.
- Assist in drafting grant or contract applications and ensuring that grant or contract deliverables are accomplished in accordance with the granting/contracting source expectations and guidelines.
- Assist in the development of an annual strategic plan for the Innovation Outpost (IO).
- Conduct annual employee and program reviews.
- Develop and cultivate business relationships with key external and internal stakeholders to determine workforce development needs.
- Design innovative training curriculum that enhances the client’s skills and knowledge.
- Implement and manage the operational logistics of workforce contracts including oversite and reporting.
- Create partnerships with businesses and academic faculty and leaders that allow for the delivery of credit and non-credit workforce training courses and programs to align with industry needs and, if required or applicable, grant/contract guidelines.
- Promote and recruit for workforce development programs housed at the Innovation Outpost (IO).
- Assist in the development of policies and procedures regarding the delivery of courses, programs at the IO including but not limited to procedures for external funding sources for training, industry specific accrediting agencies (as applicable), local workforce development and industry partners, and program development.
- Assist in the hiring, supervision, training, and evaluation of staff including contractual instructors for contract or corporate training.

KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of the Family Educational Rights and Privacy Act (FERPA), Title IX, ADA and other applicable laws pertaining to employment and education.
- Knowledge of Texas workforce development services and programs that support upskilling and reskilling of learners or employers from TWC, THECB, and other agencies.
- Knowledge of budget development.
- Knowledge of state economic development tools related to community colleges and training.
- Skill in the effective use of standard business office equipment (e.g., copier) and software applications (e.g., MS Office suite, Google suite).
- Ability to communicate effectively with a diverse workforce and student population.
- Ability to prioritize and delegate projects.
- Ability to set and meet timelines and follow through with limited supervision.
- Ability to prepare and analyze reports, financial and narrative, related to contracts, grants, or other funding sources.
- Ability to present materials effectively to college departments, workforce partners, and community groups (as applicable).
- Ability to demonstrate ethical conduct and professionalism with internal and external stakeholders.
- Ability to establish and maintain effective working relationships with faculty, staff, other departments, students, workforce partners, and the public.
Physical Demands: While performing the duties of this job, the employee is frequently required to travel between offices, buildings, campuses and other various locations in the performance of assigned duties. Requires the ability to lift, carry, push, pull and or/maneuver office supplies and presentation materials as needed.
Work Conditions: Must be willing to work a flexible schedule (days, nights, weekends, holidays and varying events as necessary or scheduled).
Work Environment: This position works in a professional office setting in addition to various locations according to the needs of committees, meetings, community involvement, and collaborative initiatives. Self-sufficiency is critical.
Salary: Amarillo College Staff Salary Schedule grade 15. Placement within the pay grade dependent upon candidate’s education, experience, credentials and skills.
