With a clear vision, high-leverage strategies, and significant and sustained financial support, Rewiring America is growing rapidly. We are seeking a Senior Manager of Regulatory Policy to join our Policy team. This position reports to the Senior Director of Policy.
In this newly-created position, the Senior Manager will lead the organization’s efforts to establish and influence utility regulatory proceedings with an aim of facilitating a swift and equitable energy system transition including by driving down the upfront and ongoing costs of residential electrification. In partnership with Regional Policy Senior Manager, this role will identify and execute on opportunities to provide technical assistance and analysis in support of local efforts to improve utility incentives for beneficial electrification, demand response programs and rate classes that make electrification more attractive, and integrated energy system planning. You will cultivate partner relationships in our priority states, serve as an expert witness in utility proceedings, manage policy analyst(s) and/or associate(s), and contribute to organizational growth and strategic planning.
Requirements
What You’ll Do
Policy Development and Execution:
- Develop and update a landscape assessment to identify high-leverage opportunities for regulatory interventions in our priority states.
- Oversee and direct the organization’s engagement in utility proceedings, including by serving as an expert witness as needed.
- Cultivate relationships with partner organizations in those states to coordinate on executing a campaign to influence the regulatory decisions governing utility resource planning, electrification programs or rate cases.
- Manage and conduct research to stay apprised of emerging policies, technologies, and programs in the field of growing and managing electrification and decommissioning gas systems.
- Develop resources such as fact sheets, memos, reports, and one pagers for both internal and external stakeholders.
- Align your policy work with organizational Objectives and Key Results (OKRs).
Organizational leadership and collaboration:
- Provide inspirational and effective leadership to direct reports (including policy analyst(s) and/or associate(s)), communicating a clear sense of direction and empowering teams to achieve mutually defined goals.
- Manage external contracts with state lobbyists and other consultants.
- Establish operational objectives, policies, and work plans to advance the organization’s vision and values.
- Proactively collaborate with and support other teams across the organization (e.g. Communications, Communities team and Product team) to maximize Rewiring America’s collective impact.
Outreach and stakeholder engagement:
- Cultivate relationships with key stakeholders and contribute to coalitions in our key states and dockets, including workforce coalitions, environmental advocacy organizations, community-based organizations, environmental justice organizations, utilities, manufacturers, public health professionals, and other partners.
- Build relationships with key media outlets and journalists working on climate policy in your region, and serve as public spokesperson for the organization as needed.
- Develop relationships with utility commissioners, and possibly state legislators, executive branch officials, and other policymakers to help shape and support statewide building electrification policy in your region.
- Direct the organization’s engagement with the legislature and Public Utilities Commissions/Public Service Commissions in priority states.

Core
- 7+ years of relevant work experience, including direct policy and advocacy work
- Content knowledge in utility regulation, energy policy, climate, environmental justice, and/or building electrification
- In-depth experience in the utility regulatory matters, ideally experience in strategically identifying key dockets and then executing on efforts to shape the final decision
- Adept at collaborating with various stakeholders, both internally and externally
- Experience working with executive-level positions in especially with public utility commissioners, or with Members of State legislatures, or C-suite executives
- Strong relationships with stakeholders in utility advocacy and utility commissions
- Strong commitment to the mission, policies and goals of Rewiring America
- Ability to apply both creative and critical thinking to complex policy and political situations
- Highly motivated and ability to excel as a self-starter
- Demonstrated success balancing multiple projects simultaneously
- Exceptional communication skills, written and verbal, with the ability to synthesize complex and nuanced ideas
Preferred
- Experience managing a team and/or leading projects
- Prior experience in both the private and public sectors
- Experience working in a fast-paced and entrepreneurial setting with tight deadlines
- Advanced degree or equivalent work experience in engineering, public administration, public policy, political science, law, economics or a related field
Benefits
Compensation and Benefits
The salary range for this position is $110,000 - $150,000 USD, commensurate with experience. Comprehensive benefits package that includes 100% employer-paid health, dental, and vision insurance for employees (and their families). Employees are able to enroll in 401k retirement plan and are eligible for a 3% automatic contribution and up to a 3% employer match on 401k contributions. Employees are also eligible for pre-tax transportation benefits. Employees will receive 160 hours of vacation time, 80 hours of health leave, up to 2 days of casual leave, and 20 hours of volunteer leave annually. Employees will also receive 13 paid holidays throughout the calendar year (15 days during Presidential and Congressional elections). We have an office closure between Christmas and New Year. Employees are eligible for 12 weeks of paid family and medical leave after 90 days of employment. Regular, full-time employees and part-time employees are eligible to take up to sixteen weeks of parental leave, in all cases related to birth, adoption, or foster care starting from the first day of employment.
