Full Job Description
WWC Federal, an operating firm of Command Holdings, is seeking an experienced Battlespace Awareness/ISR Communications Analyst to support the Department of Defense OUSD I&S Intelligence, Surveillance and Reconnaissance Enterprise Capabilities (ISREC) Directorate in Arlington, VA. The Analyst will support a broad spectrum of activities supporting ISR operations and programs with a focus on the acquisition processes associated with the Integrated Tactical Warning/Attack Assessment system, theater missile warning/defense systems including radars and communications systems, Signals Intelligence (SIGINT) and Measurement and Signatures Intelligence (MASINT) data, data link systems, programs, and related technologies.
Duties and responsibilities include but are not limited to:
- Support the Planning, Programming, Budgeting, and Execution (PPBE) and Joint Capabilities Integration and Development System (JCIDS) processes.
- Assist with development efforts associated with capability roadmaps, Concept of Operations, and Combatant Combat Operations and Contingency Plans (OPLAN/CONPLAN).
- Review intelligence mission data / life-cycle signature support plans (LSSP), currency and adequacy of System Threat Assessment Reports (STAR) and Program Protection Plans.
- Assist in review of development, procurement, and life-cycle sustainment for ISR in support of communications architectures.
- Provide technical reviews of communications programs and capabilities to evaluate support of ISR operations and programs and ensure consistency with goals, strategies, and processes.
- Develop, coordinate, and brief assessment reviews and then communicate the information via Email, background papers, briefs, reports, meeting minutes, and trip reports.
- Support coordination efforts between OUSD(I&S) and Office of the Secretary of Defense (OSD), OSD Chief Information Officer (CIO), Office of the Under Secretary of Defense for Acquisition, Technology and Logistics (OUSD(AT&L)), The Defense Information Systems Agency (DISA), Joint Staff J2 and J8, Military Services, the staff of the Assistant Director National Intelligence for Acquisition, Technology, and Facilities (ADNI-AT&F), and Intelligence Community Agencies .
Work Environment:
- Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
- Ability to sit at a computer terminal for an extended period of time.
Physical Demands:
- While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.
- Employee is often required to sit and use their hands and fingers to operate a computer.
Travel:
- 0-10% / Minimal travel expected.

Requirements
Basic Qualifications
- Bachelor’s degree.
- Current, active TS/SCI security clearance.
- Minimum 10 years of experience working with radio or satellite system development, fielding, and knowledge of supported architectures substitutes.
- Minimum 5 years of experience working in radio communication or communications satellite acquisition program.
- Experience in a DoD Headquarters (OSD, JCS, uniformed Service or Secretariat, or Combatant Command) environment.
- Expert proficiency level in Microsoft Office Excel, Word, Outlook, and PowerPoint.
- Outstanding communication skills, influencing abilities, and client focus.
- Professional proficiency in English is required.
- Applicants must be currently authorized to work in the United States on a full-time basis. WWC Federal will not sponsor applicants for work visas for this position.
Preferred Qualifications
- Hard science or engineering related concentration for degree at Bachelor’s level or above.
- 7 years of experience working with US Radio Spectrum allocation processes, regulatory processes, and Government’s coordination with spectrum planning activities and organizations, as well as a familiarity with the processes involved in developing and coordinating DoD policy on spectrum related issues.
- 5-7 years of experience working with US and international telecommunications regulatory bodies, how they function and how the DoD and IC communications operations are affected by the regulations.
- Defense Acquisition Workforce Improvement Act (DAWIA) Management Certification Training Level A.
- Certification or pre-requisite course completion supporting certification for Defense Acquisition Workforce Improvement Act (DAWIA) Level I or Level II for Program Management or Systems Engineering is an advantage.
