COLLECTION MANAGEMENT OFFICER
JOB DESCRIPTION
The individual will serve as a Collection Management Officer (CMO) and review, draft, coordinate, and disseminate reports from the exploitation of information consistent with reporting criteria. This position is functional rather than geographic, serving as a focal point for executing Collection Management Officer responsibilities related to data exploitation, data acquisitions, and tracking of new information.
KEY RESPONSIBILITIES
· Engage data operations and data management on obtaining and documenting collections of potential value. Communicate with counterparts on the priority/potential value of those data sets.
· Work with technical experts on tools and capabilities to extract from data domain.
· Conduct post dissemination duties related to reporting such as grading and evaluation, taskings, inquiries about the status, use, origins, classification, and/or distribution of the reporting.
· Engage with WMA counterparts on information and follow-on operations and engagements originating from newly developed leads.
· Maintain and deploy templates/guidance for various collection and dissemination scenarios.
· Responsible for identifying, synthesizing, and preparing for dissemination a significant percentage of the output of the team, the reports for which are used to inform customer and analysts on the capabilities of nefarious actors as reflected in their digital media
EDUCATION AND EXPERIENCE
· Bachelor’s Degree in computer science or other related discipline OR an equivalent combination of certification training and work experience
· Demonstrated experience in writing reports, understanding field operations, and protection of sources and methods
Requirements
REQUIRED QUALIFICATIONS
· Ability to work with digital data streams throughout the data lifecycle
· Possess basic working knowledge of data exploitation techniques and trends
· Have background in identifying information from disparate technical information sources
· Ability to work with partners in a variety of offices and USG agencies to manage collections and establish best practices
· Ability to learn and implement understandings to protect operations and equities
· Ability to learn and apply knowledge of customer policies, regulations, and legal guidance
DESIRED QUALIFICATIONS
· Certification or training in data governance
· Familiarity with computer file structures, and various file types
· Understanding of the practices and infrastructure in which the candidate transmits, stores, and manipulate data including the capabilities, limitations, and classification restrictions of those systems
· Experience working with different offices and agencies
· Understanding of customer specific systems and databases, data repositories, collection techniques and CNE (Computer Network Exploitation) collection techniques
· Experience supporting data activities, and protection of sources and methods
· Familiar with big data and big data reporting issues
