Full Job Description

Quattro, an operating firm of Command Holdings, is seeking ERP Portfolio Management Analysts supporting a potential Navy contract. These positions will support the overall oversight and integration on financial matters as they relate to budget, systems, audit, policy, and accounting operations.

Responsibilities may include, but are not limited to:

  • Provide support managing Governance Boards, including, but not limited to: developing agenda, meeting content, meeting minutes, and facilitating the meetings.
  • Develop content for recurring and impromptu meetings, including, but not limited to leadership briefings, the Wide Area Comptroller Meeting (WACM), the Under Secretary of Defense (Comptroller) (USD(C)) and the Chief Information Officer of the DOD, and related leadership and working group meetings, working sessions or collaborations.
  • Provide strategic leadership and recommendations on the governance of non-ERP systems.
  • Provide oversight and informs decision-making to maintain efficient and effective FM data management/quality and day-to-day operations of the Navy ERP, SABRS, ONEPAY, CFMS-C, and SLDCADA business capabilities.
  • Maintain the repository for all Portfolio governance documentation.
  • Support FM&C Leadership in gaining transparency, visibility, and improving communication over non-Navy ERP system portfolio support (I.e. system performance, costs, user access) provided by the program office and technical service provider.
  • Supports shutdown activities associated with system decommissioning, including collaboration and resolution of issues with Commands, System Owners, Financial Management and Comptroller (FM&C) components, and other key stakeholders. Systems decommissioning activities include:
    • Development of guidance for DON systems designated for decommissioning as identified in the SCAP.
    • Project plans, Plan of Action and Milestones (POA&Ms), Integrated Master Schedule, executive reporting/dashboards on decommissioning execution status.
    • Change management toolkit including specific systems decommissioning walkthroughs and checklists.
  • Reports on the execution status of Office of Financial Systems (FMS) system decommissioning strategic initiatives and work plans.
  • Validate the completion of DON system decommissioning activities.
  • Support FMS to maintain and support execution of the Systems Consolidation Roadmap with leadership, stakeholders, system owners, and users. Contractor shall support vertical and horizontal integration of the systems roadmap to enhance business capabilities, IT optimization, effective processes, streamlined architecture, and improved operational performance towards the future DON enterprise end state.
  • Support FMS with performing Annual System Reviews, Organizational Execution Plans, Application Annual Reviews, and other portfolio and systems reviews, reporting, and monitoring as determined necessary by the government. The contractor shall adhere to the annual schedule as approved by the government. Any deviations from the schedule shall be communicated to the government with a mitigation strategy.
  • Support with ensuring funding resources align with strategic priorities for the FM community.
  • Provide functional systems integration services to assist FMS with ensuring continuity, preventing gaps, and conflicting system changes across FM&C stakeholders.
  • Provide functional SMEs to assist the government with evaluating and prioritizing system change requests and identifying integration points.
  • Support the management of effective governing bodies to socialize, ensure audit-relevant compliance and equities are maintained, and stimulate enterprise-wide decision-making in support of financial management systems strategies and roadmaps.
  • Participate in and document relevant notes in enterprise-wide governance bodies and other systems’ configuration control boards as determined to be relevant to audit, financial management activities, and the financial statements.
  • Maintain and monitor execution of a current listing of relevant system change requests for SABRS, CFMS-C, and other relevant systems as part of overall FM FAM Governance.

This position is contingent on contract award.

Work Environment:

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
  • Ability to sit at a computer terminal for an extended period of time.

Requirements

Basic Qualifications

  • Must have the ability to obtain and maintain a Secret Clearance. (Eligible to pass Federal security clearance process. Please visit the link for FAQs: https://www.dcsa.mil/mc/pv/mbi/gicp/).
  • Possess executive and strategic communication skills to support Portfolio governance and the ability to develop and publish written documents such as Memos.
  • Significant program/project management experience to ensure coordination and communication with stakeholders to manage expectations, execute timely status reporting and escalate critical project risks to inform leadership.
  • Deep understanding of DON structure and ability to communicate and coordinate with both internal and external organizations and stakeholders.
  • Knowledge of Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Strong understanding of IT systems portfolio management within the government.
  • Expert understanding of IT governance, strategic communications, and change management.
  • Experience with IT systems governance processes.
  • Deep understanding of the lifecycle of business systems (i.e., logistics, APSR, and general ledger) and their relationship to OMB Circular A-136.
  • Ability to utilize various applications including, but not limited to JIRA and the Navy’s Deficiency Tracking Tool (DTT), and Microsoft Excel.
  • Proficient in all Microsoft Office applications.
  • Strong written and oral communication skills are required.
  • Professional proficiency in English is required.

Preferred Qualifications

  • Bachelor's Degree.
  • Current, active Secret security clearance.
  • Experience with SAP S/4 HANA implementation.
  • Direct experience working within DFAS.
  • Experience with Navy ERP and SAP.
