ARServices is seeking a Human Resources and Personnel Analyst to work in the Ft. Belvoir, VA area.
A Human Resources and Personnel Analyst will join our team supporting the Defense Threat Reduction Agency (DTRA), Research & Development Directorate (DTRA RD). In this position you will provide Advisory and Assistance Services (A&AS) to the Department and subordinate divisions within the department. The overall duties involve Human Resources Management support, including assistance, facilitation, and tracking of personnel actions and awards. Additionally, this role may involve support for strategic workforce planning, including analysis of DoD workforce priorities and DTRA planning guidance, developing a critical skills inventory, comparing skill sets to current and anticipated project needs, supporting development of the workforce investment goals and objectives, and the implementation of RD’s Strategic Workforce Plan.
A qualified candidate will perform the following duties and responsibilities, but are not limited to:
- Maintain progress reports, records, and statistical reports.
- Coordinate with DTRA Personnel Directorate and department leadership to track and manage Military and Government Civilian Workforce matters, including Performance reports, Military requisitions, Civilian hiring actions/processes, and both Military and Government Civilian awards.
- Utilize spreadsheets and databases for the sustainment and tracking of Workforce/Human Resources functions, such as Department Vacancies and Hiring Actions, Incoming Personnel, Military/Government Civilian Awards, Budgeting, and Performance Reports.
- Analyze assigned tasks, coordinate tracking, and manage responses to external and internal tasks.
- Utilize the Enterprise Task Management Software Solution Microsoft SharePoint to facilitate personnel actions and awards.
- Regularly brief client regarding Human Resources actions, functions, status updates, and Department-level inputs to tasks and/or awards.
- Integrate and deliver all Division HR actions as organized and consolidated responses, facilitate executive-level review and approval, and submit on behalf of the Department.
- Consolidate raw data for executive-level documents, briefings, and reports; and fuse into finished products.
- Consult directly with Department SES-level leadership.
Requirements
Security Clearance Requirement:
Active/current Secret clearance minimum is required. Current TS/SCI is highly preferred.
Required Qualifications:
- Bachelor’s degree in Human Resources Management or related discipline.
- 10+ years of DoD HR experience.
- Experience in Joint, USAF, or Army HR Management.
- Experience with USAF and Army personnel systems and policies.
- Demonstrated experience managing Human Resources functions.
- Experience writing and editing Military and Government Civilian personnel performance reports and awards.
- Highly effective communicator (verbal and written).
Preferred Qualifications:
- Society for Human Resource Management (SHRM) CP or SCP certification.
- Experience as a personnel specialist in the armed forces.
- Prior experience with DTRA.
- Experience with military personnel stratification processes.
- Experience with automated task management systems.
