Full Job Description

WWC Global, an operating firm of Command Holdings, is seeking an International Agreements Manager to serve on a contract supporting the Office of the Undersecretary of Defense for Research and Engineering (OUSD R&E).

Responsibilities may include, but are not limited to:

  • Planning and executing meetings and events between senior U.S. officials and their international counterparts.
  • Coordinating logistics (e.g., requesting access to military installations, coordinate clearances and foreign visit requests, foreign visitor access to the Pentagon, etc.).
  • Writing and maintaining OUSD(R&E) focused country products (e.g., comprehensive country papers, and “one pagers”).
  • Providing support liaising with the appropriate counterparts in the OSD Components and Services.
  • Coordinating with country-specific action officers to ensure actions are completed between major engagement meetings; and coordinate with the appropriate technical personnel within OUSD(R&E), including OUSD(R&E) Field Activities (e.g., MDA and DARPA) to complete outstanding actions between major engagement meetings.
  • Maintaining situational awareness of S&T cooperative activities in assigned geographical areas of responsibility and liaise with technical subject matter experts within OUSD(R&E) and OUSD(R&E) Field Activities, as well as counterparts in the Services and OSD Components.
  • Liaising with the OUSD(A&S) International Cooperation Office to develop or staff Memorandum of Understanding (MOUs), Project Arrangements/Agreements, Equipment and Material Transfer Arrangements (E&MTAs), Working Group Terms of Reference (TOR), and OUSD(R&E) assessment of proposed international armaments cooperative agreements.
  • Coordinating foreign disclosure approvals for OUSD(R&E) products, and assist OUSD(R&E) or Service representatives in requesting foreign disclosure one-time authorizations to exchange information on OUSD(R&E) led initiatives and providing recommendations on appropriate mechanisms to support information exchange.
  • Conducting data extraction and analysis from the International Agreements Data Base in response to enquiries regarding specific country activities or on technical topics.
  • Working with OUSD(R&E) travel planners to set up international travel and coordinate appropriate country/security clearances for major OUSD(R&E) international engagements, as needed.

Work Environment:

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
  • Ability to sit at a computer terminal for an extended period of time.

Physical Demands:

  • While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.
  • Employee is often required to sit and use their hands and fingers to operate a computer.

Travel:

  • 0-10% / Minimal travel expected: offsites, meetings, training, a conference.

Requirements

Basic Qualifications

  • Bachelor's Degree.
  • Current, active Secret Clearance.
  • Must have a minimum of eight (8) years of experience, three (3) of which should be directly related to international armament cooperation. 
  • Demonstrated experience writing country focused products including but not limited to in-depth country studies or “one-pagers.”
  • Working knowledge of Summary Statements of Intent (SSOI), international agreements, and facilitating meetings between senior US Officials and international counterparts.
  • Experience in working under RDT&E and Acquisition MOUs.
  • Ability to develop technical planning documents and RDT&E project arrangements.
  • Ability to write Summary Statement of Intent (SSOI) and Project Arrangements (PAs).
  • Proficient in all Microsoft Office applications.
  • Professional proficiency in English is required.
  • Applicants must be currently authorized to work in the United States on a full-time basis. WWC Global will not sponsor applicants for work visas for this position.

Preferred Qualifications

  • Master's Degree.
  • Direct experience working with agreements between the US and other countries through the Secretary of the Air Force International Agreements Office (SAF-IA), the Navy International Programs Office (NIPO), or the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASADEC).
  • Direct experience working within the OUSD R&E.
  • Direct experience that demonstrates international armaments cooperative agreements or the technical background to understand S&T priority areas and /or specialized capabilities.
