Full Job Description
WWC Global is seeking an IT Portfolio Management Analyst to support Capital Planning and Investment Control (CPIC) for a DoD organization (DISA-JSP). This position will be responsible for developing, evaluating, and maintaining IT portfolio plans, strategy documents, and conducting portfolio reviews.
This is a temporary position with an anticipated end date of Oct 31, 2024. If funding is extended for this role, employment may continue beyond this date.
Responsibilities may include, but are not limited to:
- Oversees and monitors IT investment portfolios to identify risk, make recommendations to optimize IT investment and accomplish strategic objectives.
- Manages IT capital planning processes and provides technical assistance and training on key processes to stakeholders.
- Performs IT road mapping.
- Develops metrics to measure and evaluate system performance.
- Performs cost/benefit and business case analysis to support IT investment decisions.
- Conducts reviews of IT programs to determine their effectiveness and inform decision making.
- Leads IT governance board meeting planning activities, to include working with chairs to set agendas, developing meeting content, facilitating meetings, providing overall meeting support, and tracking action items to completion.
- Develop technical briefings/papers to support the development of architecture artifacts.
Work Environment:
- Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
- Ability to sit at a computer terminal for an extended period of time.
Physical Demands:

Travel:

Requirements
Basic Qualifications
- Bachelor’s degree.
- Current, active Secret security clearance.
- 7 years of experience in IT Portfolio Management or the functional area of expertise specific to an IT environment within the Department of Defense, Federal Government, or IT Service Provider industry.
- Outstanding communication skills, influencing abilities, and client focus.
- Demonstrated proficiency in using all Microsoft Office applications.
- Must be a U.S. citizen.
- Professional proficiency in English is required.
- Applicants must be currently authorized to work in the United States on a full-time basis. WWC Global will not sponsor applicants for work visas for this position.
Preferred Qualifications
- Degree in Information Technology, Information Systems, Computer Science, or related fields.
- Must be able to obtain and maintain a Top Secret security clearance.
- Project Management Professional (PMP) certification.
- Experience in Federal or DoD PPBE and financial management.
- ITIL Certification (v2 at a minimum).
- Portfolio Management Professional (PfMP).
- Experience with SharePoint and Microsoft Projects, or similar software.
- Working knowledge of Federal or DOD CIO policy.
- Familiarity with DISA portfolio management.
- Familiar with DoD Instruction 5000.75, Business Capability Acquisition Cycle.
- Familiar with DoD Directive 8115.01, Information Technology Portfolio Management.
- Understanding and knowledge of long-term strategic planning in the area of Enterprise IT services/capabilities.
- Familiar with OMB and DoD portfolio management, capital planning policies and directives.
- Five years of technical experience to support JSP’s PfM (Infrastructure, Platform, End User or Delivery) to provide technical consultations/advisements to JSP Stakeholders.
- Professional experience with one or more of the following: IT reviews, IT governance, IT compliance, IT strategy, budget formulation and execution, acquisition support, electronic records management, and oversight and quality assurance for services.
- Located in the commuting distance to the NCR/DMV region.
