Global Dimensions LLC seeks candidates for Joint Planner positions supporting the Department of Defense, Defense Human Resources Activity (DHRA). This Joint Planner provides an analytic review of current select Combatant Command (CCMD) Theater Campaign/Operation Plan to identify those activities performed across the CCMD that would require proficiencies in foreign languages, regional expertise, and culture, and assess the risks and time factors for achieving mission success while concurrently identifying solutions across Doctrine, Organization, Training, Materiel, Leadership and education, Personnel, Facilities and Policy (DOTMLPF-P) for the Joint Staff, CCMDs, Services, and Offices of the Secretary of Defense to improve identification and documentation of LREC requirements in support of Joint Force operations to inform Force Design, Force Development, and Force Employment.
Position responsibilities include the following elements:
Provide Combatant Command (CCMD) Operation Plan (OPLAN) Analytical Review:
- Conduct comprehensive analytical reviews of joint Operation Plans (OPLANs) and Concept of Operation Plans (CONPLANs) to support DHRA's human resources objectives.
- Extract relevant information related to Doctrine, Organization, Training, Material, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF-P) processes from joint OPLANs/CONPLANs.
- Utilize Capabilities Based Requirements Identification Process (CBRIP) data, Language Readiness Index (LRI) data, and insights from engagements with CCMD subject matter experts to inform DHRA's planning and decision-making processes.
- Draft reports containing findings and recommendations for DHRA's integration into OPLAN LREC Requirement Appendices.
- Travel to supported CCMD HQ locations to meet with CCMD personnel, including, but not limited to, planners in the Strategy, Plans and Policy Directorate (J-5), SMEs in the Manpower and Personnel Directorate (J-1), and the SLA or his/her support staff.
Support the Global Force Management Process:
- Understand the influence of Joint Capabilities Requirements Manager (JCRM) and Joint Operation Planning and Execution System (JOPES) processes on human resources requirements.
- Leverage CBRIP database and LRI linguist inventory data to identify potential sourcing solutions, such as personnel assignments and augmentations, to address human resources capability gaps and enhance readiness.
Provide LREC Support to DoD Components:
- Provide expertise in how LREC capabilities contribute to the missions of various DoD Components, particularly in the realm of human resources.
- Utilize knowledge of the LREC CBRIP and LRI to support DHRA in tailoring human resources solutions and support to meet the needs of DoD Components.
Support Staffing Plans:
- Develop a comprehensive staffing plan focusing on joint operational planning, global force management, and LREC support within the context of human resources initiatives.
- Highlight key personnel with backgrounds in joint planning, global force management, and LREC support, with an emphasis on their relevance to human resources functions within DHRA.
- Ensure all personnel are recruited, trained, possess requisite security clearance, and are prepared to contribute effectively to DHRA's mission from the outset.
- Implement strategies to sustain staffing levels and capabilities throughout DHRA's operational lifecycle.
Requirements
- Bachelor’s degree in a relevant field; advanced degree preferred.
- Extensive experience in Joint operational planning, Global Force Management, and LREC support within the DoD, with a focus on human resources.
- In-depth understanding of Joint planning processes, OPLANs/CONPLANs, and the DOTMLPF-P framework as they relate to human resources initiatives.
- Familiarity with CBRIP, JCRM, JOPES, and other relevant DoD processes and databases.
- Strong analytical skills and ability to translate complex information into actionable human resources strategies.
- Excellent communication and interpersonal skills to collaborate effectively with stakeholders within DHRA and across the DoD.
- Active security clearance required.
