Management Subject Matter Expert (SME) (15.05)
OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
OCT is currently looking for a Management Subject Matter Expert (SME). This position is contingent upon contract award.
Roles & Responsibilities:
· Direct National Security Council experience, developing and implementing public policy and leading interagency policy processes.
· Assist in the identification and integration of new technologies and data governance efforts that mature agency capability and improve data availability and utility across the Agency.
· Liaise with DHS Science and Technology on research and development equities across the public, private, and academic communities on priority efforts to enable operationalized outcomes.
· Provide strategy and logistics support for the CISA Technology Council and Data Steward related initiatives to identify, communicate, and integrate, as appropriate, emerging technologies and enterprise data management improvements.
· Collaborate with the CISA OCIO CTO teams to support the CISA IT governance activities. The activities should include but are not limited to maintain the CISA Enterprise Conceptual Data Model (ECDM), the DHS/CISA Technology Reference Model (TRM)
Requirements
Security Requirements
Must be able to obtain or retain a DoD Top Secret security clearance.
Qualifications
• Minimum of eight (8) years’ experience federal program and policy management services, policy and strategy analysis, knowledge management, and planning.
• Active Top Secret Clearance at time of award
• Masters Degree in Political Science, Public Policy or another related domain
· Direct National Security Council experience, developing and implementing public policy and leading interagency policy processes

Salary Range: $160,000 - $200,000, commensurate with experience
