Shelter House was established in 1981 as a grassroots responder to the homelessness crisis in Fairfax County. Since the organization’s inception, we have adapted and grown to meet community needs, all while working in partnership with government and private partners and community members. Today, Shelter House is a successful and reputable organization of over 100 employees committed to preventing and ending homelessness and domestic violence. In the last year, our compassionate team of individuals changed the lives of nearly 2,000 individuals, half of which were children. About the Role:
The Manager, People & Culture will play a key role in the day-to-day operations of the organization. In this highly visible position, the Manager, People & Culture will be responsible for overseeing various HR functions to include, benefits administration, employee relations, learning & development, performance management, recruitment/onboarding, and employment law compliance. This position managers the People & Culture Generalist and People & Culture Coordinator.
With a large focus on employee performance, this position requires an individual to possess deep employee relations knowledge as well as strong communication and interpersonal skills that allow the individual to work successfully on a broad spectrum of employee relations issues. This position will partner with Leadership to ensure Shelter House employees are treated fairly with respect, and consistent with the framework of our core values and objectives.
Responsibilities:
HR Operations (15%)
- Oversee the onboarding and offboarding process for all staff at Shelter House
- Assist People & Culture team with processing and communicating employee changes to ensure HRIS and payroll are updated accurately.
- Provide policy interpretation and ensure accurate and consistent application of all company policies and procedures
- Conduct new hire orientation and benefits orientation to build a strong foundation for new employees and increase employee engagement.
- Assist in planning and executing all staff meetings that support a culture centered around Shelter House’s core values.
- Track and ensure EEOC, FMLA, ADA, and OSHA compliance.
- Various projects as needed.
Recruitment (30%)
- In partnership with the Chief Operating Officer, develop and lead the implementation of a comprehensive strategy to attract and hire high-quality talent.
- Lead the end-to-end recruitment processes to ensure a positive and effective candidate and hiring team experience.
- Collaborate with hiring managers to identify candidate profiles and to develop interview plans.
- Source applicants through online channels, such as LinkedIn and other professional and social media networks.
- Conduct interviews with candidates; drive and coordinate the interview process for the hiring team.
- Cultivate a bench of potential candidates for future hiring needs through online and in-person networking.
Benefits Administration (20%)
- Assist the People and Culture team with benefit-related matters to include employee questions and concerns.
- Manage the open enrollment process.
- Assist employees with issues on benefits and insurance matters.
Performance Management (10%)
- Lead the bi-annual review process
- Conduct performance review training for all staff to review the performance review process.
- Conduct manager training on effective coaching and performance management processes.
Employee Relations (15%)
- Support managers with employee performance concerns, providing guidance to reinforce a coaching culture that contributes to an employee’s success.
- Perform detailed investigations/analysis and draw conclusions to recommend solutions to complex employee relations concerns.
Payroll (15%)
- Update payroll records by entering any changes to employee information or benefits such as job title changes, compensation, employment type, etc.
- Review bi-weekly payroll notes to ensure accuracy in employee changes prior to payroll being run.
- Assist the finance team in addressing payroll discrepancies and concerns brought forth by employees.
- Ensure employee timecards and time off are reviewed, submitted and approved prior to payroll being run.
About You:
- At least 5 years of Human Resources experience.
- At least 2 years of supervisory experience.
- Proficient with Microsoft Office Suite.
- Strong problem-solving and conflict-resolution skills.
- Ability to maintain confidentiality and exercise extreme discretion.
- Excellent active listener and approach situations in an objective manner.
- Ability to communicate professionally with employees at all levels of the organization.
- Strong written and verbal communications skills.
- Ability to work independently as well as collaboratively in a team environment.
- Ability to handle and prioritize multiple tasks and meet all deadlines.
- Have knowledge of employment law, both state and federal.
Physical Requirements:
- Annual TB Test is required
- Ability to sit or stand for long periods
- Ability to lift items weighing 10-20 pounds
