Full Job Description
The qualified candidate will:
- Support the Marine Corps System Command Acquisition Project Officer(s) through all phases of the acquisition lifecycle from requirements development through operations and support, implementing DoD acquisition and life-cycle management policies and procedures.
- Coordinate with various Program Manager Tactical Communications and Electromagnetic Warfare (PM TCE) stakeholders in functional areas such as financial management, systems engineering, test and evaluation, cybersecurity, and logistics in support of program efforts.
- Prepare, review, and revise acquisition documentation applicable to the program through all phases of the acquisition cycle (e.g. Acquisition Strategies, Integrated Master Schedules, Performance Work Statements, Business Case Analyses, Test Plans, Acquisition Program Baselines, etc.).
- Maintain awareness of program status, execution, and milestones, as well as their corresponding strategic impacts, in order to communicate effectively and accurately.
- Review and assess technical, cost, and schedule data, identifying any shortfalls and developing potential corrective actions.
- Facilitate milestone planning by preparing, reviewing, and updating briefing materials and documentation.
- Identify, assess, and document programmatic and technical risks.
- Oversee or conduct studies, prepare reports, and advise on feasibility, cost effectiveness, and regulatory conformance of plans, proposals, and/or special projects.
- Interact directly with all levels of the Government team and their stakeholders and customers.
- Attend and provide support at meetings, events, and reviews for relevant stakeholders in person and/or via teleconference, video teleconference, and/or web-conference. In addition, prepare meeting minutes and briefings as needed to provide leadership with a recap.
- Participate in Program Management Reviews (PMRs), milestone decision reviews, Integrated Product Teams (IPTs), and other recurring (i.e., daily, weekly, monthly) meetings, and provide follow-up information to leadership in the form of meeting minutes, executive summaries, position papers, white papers, and/or briefings.
- Provide evaluation, analysis, and assessment of both internal and external reports, pre-briefs, and briefs, including those of other agencies, and provide expert analyses of the documents, including relevance and impact.
- Develop and/or manage the program’s master schedule with collaboration from all competencies, internal and external stakeholders’ input. A strong knowledge of Microsoft Project is required.
- Must demonstrate strong interpersonal skills including ability to communicate, both orally and in writing, and proficiency in writing Plan of Actions & Milestones (POA&M), reports and instructions; be able to brief senior leaders on assignments.
Requirements
- Must have a strong acquisition background and be considered a Subject Matter Expert (SME) in acquisition.
- Must have a bachelor degree from a four year accredited college. A Masters degree is preferred.
- 15 years of progressively responsible experience of which at least 10 years is in program/project management as a program analysis or oversight of DoD Defense Program Offices in an acquisition role.
- Possess an active DoD Secret clearance. Must be able to obtain and maintain a DoD Top Secret, with SCI eligibility.
- In-depth knowledge of Marine Corps Systems Command acquisition systems.
- Excellent communication skills, unstructured verbal interactions, briefings, and meeting moderation.
- Ability to work independently in a distributed environment while maintaining a strong commitment to deliverable schedule.
- Proficient in the use of Microsoft Project, Microsoft SharePoint, and the Microsoft Office Suite.
Physical Requirements:
- While performing the duties of this job, the employee may be regularly required to stand, sit, talk, hear, reach, stoop, kneel, and use hands and fingers to operate a computer, telephone, and keyboard.
- Specific vision abilities required by this job include close vision requirements due to computer work.
- Light to moderate lifting may be required.
- Regular, predictable attendance is required.
