Full Job Description
Northstrat is seeking an experienced and dynamic Program Manager to lead a large-scale defense and aerospace program. The Program Manager will oversee the entire lifecycle of this complex project, ensuring timely delivery, compliance with government regulations, and successful deployment across various OCONUS locations, including U.S. military bases and austere environments.
The Program Manager will manage a multidisciplinary team including Engineering, Fielding, Contracts, Finance, and Subcontracts, and will be responsible for coordinating with government representatives, internal and external stakeholders, and subcontractors to ensure the success of the program. The Program Manager will also be responsible for responding to and executing additional Delivery Orders that are expected to be issued by the Government over the life of the program.
Key Responsibilities:
· Program Leadership:
- Provide overall leadership and direction for the program, ensuring alignment with contract requirements and company objectives.
- Serve as the primary point of contact for the government customer, subcontractors, and internal stakeholders.
- Develop and implement program plans, schedules (IMS), and budgets to meet contract milestones and deliverables.
· Team Management:
- Lead, mentor, and manage team leads, including those responsible for fielding, contracts, finance, and subcontractor coordination.
- Foster a collaborative environment that encourages teamwork and professional development.
- Ensure clear communication and coordination among all team members to achieve program objectives.
· Contract and Compliance Oversight:
- Ensure the program operates in full compliance with government regulations, including FAR/DFAR requirements and ITAR/EAR export control laws.
- Monitor contract performance, identifying and mitigating risks to ensure successful delivery of all program components.
- Propose and manage Delivery Order requests and modifications.
- Ensure timely delivery of all required reports and documentation.
· Financial Management:
- Oversee program budget, ensuring effective cost management and profitability across multiple Delivery Orders.
- Work closely with Program Finance to monitor expenditures, forecast costs, and manage financial reporting.
- Identify opportunities for cost savings and efficiency improvements within the program.
· Subcontractor Coordination:
- Manage relationships with large corporation subcontractors, ensuring they meet quality standards, delivery schedules, and contract terms.
- Coordinate closely with the Subcontractor to address any issues related to subcontractor performance.
- Ensure timely receipt and quality control of subcontractor deliverables.
· Deployment and Field Operations:
- Maintain a robust Integration and Test Program across software, hardware, and external systems.
- Oversee the deployment of space electronic warfare units to various locations, including U.S. military bases and austere environments.
- Coordinate with Program Fielding to ensure smooth fielding operations, including assembly, disassembly, testing, and maintenance.
- Implement contingency plans for any operational challenges in remote or austere environments.
· Stakeholder Engagement:
- Maintain strong relationships with government customers and subcontractors, addressing any concerns and ensuring customer satisfaction.
- Regularly update senior management on program status, risks, and opportunities.
- Represent the company at meetings, reviews, and briefings with government and industry partners.
- Build trust and foster a transparent, positive working environment across all stakeholders, government and industry.
· Risk Management:
- Identify, assess, and mitigate risks associated with program execution, including supply chain disruptions, regulatory compliance, and field operations.
- Develop and implement risk management plans to ensure the program stays on track and within budget.
Requirements
- Bachelor’s Degree In a relevant field such as Engineering, Business Administration, Project Management, or a related discipline. Or master’s degree or MBA preferred, particularly in a field related to defense, aerospace, or technology management.
- PMP (Project Management Professional) or PgMP (Program Management Professional) certification is highly desirable.
- ITAR/EAR Compliance certification or training in export controls is desired.
- An active clearance (TS/SCI) is required.
- Prefer 10 years in program management, with 5 years of experience in managing large, complex programs within government contracting, defense, or aerospace sectors.
- Extensive experience with federal government contracts, including familiarity with multiple contract types (CPxF, T&M, FFP, etc), and FAR/DFAR regulations and compliance.
- Experience with detailed reporting of performance and lifecycle metrics to the Government is required. EVMS experience is preferred.
- Proven track record of leading and managing cross-functional teams, including project managers, engineers, and subcontractors, across multiple locations and time zones.
- Experience overseeing subcontractors, including contract negotiations, quality assurance, and delivery coordination.
- Experience in managing programs with international components, including deployments in remote or austere environments.
- Strong leadership abilities with a focus on mentoring and developing teams, fostering collaboration, and driving results.
- Skilled in conflict resolution, particularly with government agencies and subcontractors.
- Excellent verbal and written communication skills, capable of effectively interfacing with government customers, senior management, and technical teams.
- Strong financial acumen, with experience in budgeting, cost control, and financial reporting.
- Ability to manage multi-million-dollar budgets across differing CLIN structures
- Expertise in identifying, assessing, and mitigating risks in complex programs, with a proactive approach to problem-solving.
- Solid understanding of RF principles, electronic warfare, communications systems, and related technologies.
- Ability to adapt to changing environments and successfully manage multiple priorities.
- Ability to oversee logistics for a complex program involving supply chain, subcontractor manufacturing, OCONUS deployment, and sparing.
- Willingness and ability to occasionally travel domestically and internationally, including to OCONUS depots and deployment sites, as necessary.

Flex Time
Northstrat does not mandate specific working hours. Although project requirements may dictate schedules, a Northstrat employee is only required to work an average of 8 hours per weekday over the course of a month. For example: John worked 12 hours on June 1st to meet a project deadline. On June 15th, John only worked 4 hours because he left early for a long weekend. John’s IBA was not debited for time off because flex time allowed him to carry over those 4 hours from June 1st.

IBA Benefits accrue each month in the amount equivalent to 50% of the employee’s monthly compensation rate. That is, the effective dollar amount of this accrual is in addition to an employee’s salary.
Profit Sharing Plan (PSP)
The PSP is a qualified retirement plan that Northstrat funds quarterly on the employee’s behalf through the IBA in the amount equivalent to 25% (up to the IRS contribution limit) of the employee’s compensation. That is, of the 50% accrual in the IBA, half of the amount accrued is applied to the PSP.
