Senior Policy Analyst (15.05)
OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
OCT is currently looking for a Senior Policy Analyst. This position is contingent upon contract award.
Roles & Responsibilities:
• Research and planning for development, coordination, and implementation of policies, strategic plans, and new legislation.
• Support for essential policy, strategy, advisory analysis across various workstreams, including: CIRCIA Notices of Proposed Rulemaking, Sector Structure and SRMA advancement and policy implementation, and strategy and management support to committees such as the Cybersecurity Advisory Committee, NCR Security activity, and JCCG work streams related to National Security Presidential Memoranda (NSPM) 24.
• Obtain input and support studies, investigations, and analyses of policy objectives at all levels of classification, including engagement with DHS S&T, Academia, Think Tanks, and other subject matter experts.
• Provide support to the development, integration, and implementation of the CISA Strategic Plan, as well as other national-level domestic and international cyber and critical infrastructure strategies.
• Coordinate with Divisions and Mission Enabling Offices to build effective coalitions in support of strategic and/or programmatic objectives, including implementation of CISA Strategy and Division Management Reviews.
• Provide logistical and administrative support (to include agendas, briefing materials, and read-ahead documents) for subject matter briefings and engagements. As directed, attend conferences, meetings, and other engagements and provide back briefs/notes on discussions
• Coordinate with Divisions to consult on complex national-level policy and strategy initiatives, encourage use of SPP resources, and support development of specific strategies and strategic implementation plans.
Requirements
Security Requirements
Must be able to obtain or retain a DoD Top Secret security clearance.
Qualifications
• Active Top Secret Security Clearance at time of award
• Minimum five (5) years experience federal program and policy management services, policy and strategy analysis, knowledge management, and correspondence and task management
• Demonstrated experience developing or implementing relevant national-policy and legislation, including PPD-21, PPD-44, and the FY21 NDAA.

Salary Range: $130,000 - $160,000, commensurate with experience
