We are looking for a Senior Program Analyst to join our team! The Senior Program Analyst will support the Office of the Under Secretary of Defense, Personnel and Readiness (OUSD P&R) by performing a variety of technical, managerial, and administrative project tasks. This job is central to the Resource and Program Integration team and is responsible for providing research, analysis, and recommendations on OUSD P&R strategic priorities.
This position is located in Arlington, VA (Pentagon).
Responsibilities
- Analyze OUSD P&R research proposals for relevance and enterprise benefits
- Conduct analysis on DoD and OUSD(P&R) strategic level priorities
- Synthesize large amounts of information into read-ahead and policy documents
- Review and apply critical thinking to content; assess for relevance to the organization
- Conduct analysis, provide advice and recommendations to Government leadership; draft policies or procedures on programs and provide recommendations for concur/non-concur
- Advise, assist, and facilitate analytic research studies and projects to develop new, improved policies and programs; optimize the use of available resources to achieve program goals
- Coordinate and expedite projects for Government staff who represent the OUSD(P&R) at high-level decision-making meetings
- Participate in special projects, integrated product teams, and studies for improving resource management processes and practices and meeting established goals and objectives. Research and investigate new or improved processes and practices for application to OUSD(P&R) programs and operations
- Assist with the development of and provide tracking support for OUSD(P&R)-wide strategic planning performance goals; support development of the OUSD P&R Strategic management plan
- Support Government staff in the development of appropriate DoD positions concerning the merits of specific issues and their impact on DoD operations and resources; prepare reports to justify recommendations, prove conclusions, and document alternatives in a variety of OUSD(P&R) program areas
- Provide administrative and/or professional management support to a variety of projects and studies involving operational requirements including the following: organizational planning, functional studies, administrative procedures, position management, personnel and staffing management, manpower utilization, and implementing processes and standards
Requirements
- Degree in Political Science, Strategy, International Affairs or similar
- Master’s degree preferred
- Strong writing and editing skills
- Ability to work extended hours when required
- Experience working in or supporting the Office of the Under Secretary of Defense; strong understanding of the organizational structure of both DoD and OUSD preferred
- 5 years of relevant work experience
- Experience supporting DoD readiness issues
- Experience using Advanced Enterprise Analytics at the Defense Department (Advana)
- Experience providing customer service support will be considered an asset
