Full Job Description

WWC Global, an operating firm of Command Holdings, is seeking a Senior Program Analyst for special projects support on a contract supporting the Office of the Undersecretary of Defense for Research and Engineering (OUSD R&E).

Responsibilities may include, but are not limited to:

  • Provide advice and assist OUSD(R&E) in appropriately considering privacy and civil liberties concerns when proposing, developing, or implementing laws, regulations, policies, procedures, or guidelines or developing a system related to OUSD(R&E) and DoD mission.
  • Assess regulations, policies, procedures, and guidelines to ensure that privacy and civil liberties requirements are adequately considered.
  • Raise the R&E awareness of privacy and civil liberties requirement by developing privacy and civil liberties training and implementing the training throughout OUSD(R&E) R&E.
  • Assist and prepare Privacy Impact Assessments for OUSD(R&E) and the development of System of Records Notices for submission to the Office of the Assistant to the Secretary of Defense for Privacy, Civil Liberties and Transparency.
  • Developing action and task management tools.
  • Integrating action and task management with office work package and correspondence workflow processes.
  • Coordinating action and task assignment to responsible parties and establish completion dates.
  • Tracking actions and tasks to timely closure; assisting and escalating as needed when task owners fail to achieve timely closure.
  • Facilitating project, initiative, and major work effort planning meetings.
  • Developing planning artifacts including but not limited to statements of work, charters, schedules, Gantt charts.
  • Facilitating integrated project and initiative teams including meeting preparation, scheduling, execution and follow up.
  • Developing executive level status and summary briefings.
  • Developing decision support documents.
  • Developing and documenting frameworks for distilling complex issues and work functions into clear courses of action to support decision making; work functions may include but are not limited to recruiting, hiring, personnel management, cost estimating, strategy formulation, technical, operational and business process initiatives.
  • Developing business case analyses that clearly and concisely characterize, quantify, and assess costs.
  • Analyzing benefits and risk of relevant courses of action relevant to the operation of the office.
  • Facilitating meeting and workshop goals and formulating objectives.
  • Planning meeting and workshop execution including scheduling and coordination of participants.
  • Facilitating meeting execution.
  • Documenting meeting and workshop outcomes.
  • Facilitating development and refinement of office administrative and operational processes.
  • Developing and implementing performance metrics and tracking mechanisms to support performance management and continuous improvement.
  • Identifying audit requirements for which the office must be compliant (including financial and internal controls requirements).
  • Developing roadmaps for process and systems modifications, upgrades and implementation that may be warranted to integrate audit requirements with effective and efficient administrative and operation processes of the office.

Work Environment:

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
  • Ability to sit at a computer terminal for an extended period of time.

Physical Demands:

  • While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.
  • Employee is often required to sit and use their hands and fingers to operate a computer.

Travel:

  • 0-10% / Minimal travel expected: offsites, meetings, training, a conference.

Requirements

Basic Qualifications

  • Bachelor's Degree.
  • Active Top Secret security clearance with the ability to obtain SCI eligibility.
  • Ten (10) years of experience interfacing, communicating and collaborating with government personnel ranging from action officer to senior leader levels including civilian and military.
  • Understanding of privacy and civil liberties regulations, policies, procedures, or guidelines - the Freedom of Information Act (FOIA).
  • Demonstrated experience planning and facilitating working groups/meetings including reporting of outcomes.
  • Working knowledge of statements of work, charters, schedules, Gantt charts or similar.
  • Ability to develop business case analyses that characterize, quantify, and assess costs and manage overall program risks.
  • Proficient in all Microsoft Office applications.
  • Professional proficiency in English is required.

Preferred Qualifications

  • Current, active TS/SCI Security Clearance.
  • Direct experience developing and implementing performance metrics and tracking mechanisms for process improvement.
  • Direct experience working within the OUSD R&E.
  • Direct experience developing privacy and civil liberties training.
