Full Job Description

Aperio Global is seeking a highly organized and skilled Proposal Manager with a strong background in federal contracting to join our dynamic team in Chantilly, VA. The Proposal Manager will play a critical role in expanding our presence in the federal marketplace by leading the development of winning proposals and bids across a wide range of IC, DoD, and Civilian programs. This position requires a strategic thinker with exceptional communication and project management skills.

Responsibilities

  • Manage the end-to-end proposal development process, from initial opportunity identification through to submission.
  • Collaborate with cross-functional teams to gather information and develop compelling proposals.
  • Develop clear and concise proposal content, ensuring it aligns with the client's requirements and addresses their pain points.
  • Create proposal templates, outlines, and schedules for each bid, ensuring adherence to deadlines.
  • Analyze RFPs and RFQs to understand client needs, evaluation criteria, and competition.
  • Develop a proposal strategy, including win themes, value propositions, and differentiators.
  • Conduct competitor and market research to inform proposal strategy and positioning.
  • Maintain a library of reusable proposal content, ensuring accuracy, consistency, and relevance.
  • Review and edit proposal content for clarity, coherence, and compliance with proposal guidelines.
  • Facilitate proposal kickoff meetings and coordinate internal and external stakeholders.
  • Communicate proposal requirements, timelines, and responsibilities to team members.
  • Ensure timely submission of completed proposals, adhering to all submission requirements.
  • Track proposal outcomes and collect feedback for continuous improvement.

Requirements

  • Bachelor's degree in a related discipline (i.e., Business, Communications).
  • 10+ years of experience developing comprehensive federal proposal responses, including staffing models or plans, management, past performance, and resumes for multiple types of professional services opportunities.
  • Experience with leading and coordinating diverse teams from multiple organizational levels from the prime, subcontractor, and consultant businesses.
  • Experience in working closely with business area operations, business development leads, and pricing leads to ensure the alignment of technical, management, and cost and price strategies.
  • Deep-seated technical knowledge pertaining to the industry, facilitating a comprehensive understanding of proposed solutions.
  • Proven capability to handle multiple simultaneous proposals with clashing deadlines.
  • Familiar with Shipley, APMP, or similar industry best practices for capture and proposal management
  • Familiarity with RFP and RFQ processes and requirements.
  • Strong organizational skills and the ability to meet tight deadlines.
  • Team player with the ability to collaborate effectively with cross-functional teams.
