OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
OCT is looking for a Strategic Planner to support the Defense Counterintelligence and Security Agency (DSCA) Program Executive Office (PEO). The DCSA PEO oversees a portfolio of enterprise-wide information technology (IT) programs that unilaterally employ best practice methodologies for the development and delivery of innovative IT solutions, advancing DCSA’s broad-spectrum National Security capabilities to better serve the DoD, the U.S. Government and cleared industry. The Strategic Planner will assist the PEO in “big picture” facilitation and forward-looking planning to improve the PEO organization.
Role:
● Manage and oversee all aspects of strategic planning for PEO and program initiatives, ensuring plans are developed and implemented on time and within budget.
● Prepare and present comprehensive reports to upper management regarding the status, progress, and performance of strategic projects.
● Provide expert advice and recommendations on strategic matters to senior leaders and managers, helping to guide decision-making and align projects with organizational goals.
● Identify and map key stakeholders essential to the organizational strategy, ensuring their needs and perspectives are integrated into planning processes.
● Conduct interviews and focus groups to gather insights and data supporting strategy development, ensuring diverse input is considered.
● Capture and analyze findings from interviews and focus groups, using them to develop and refine strategic plans, including objectives, actions, and metrics.
● Socialize strategic plans with stakeholders, leaders, and managers, incorporating their feedback to finalize and optimize strategies.
● Occasionally directed in complex tasks and gain exposure to advanced aspects of strategic planning within a federal government environment.
Requirements
● At least eight (8) years of experience managing complex federal government acquisition projects.
● Certification in Project Management is required, demonstrating a formal understanding of project management principles and practices.
● Proven ability to manage and oversee comprehensive strategic plans and implementation processes, ensuring projects meet deadlines and budget constraints.
● Experience preparing detailed reports for senior management, showcasing the ability to communicate complex information effectively.
● Strong background in providing strategic advice and recommendations, with a focus on aligning initiatives with organizational goals.
● Skilled in stakeholder identification and mapping, with experience conducting interviews and focus groups to support strategy development. Ability to capture and analyze data from various sources, developing strategic plans
based on findings and stakeholder feedback.
● Proven experience in socializing and refining strategic plans, with a track record of integrating feedback from various organizational levels to finalize effective strategies.
● Must possess an active DoD Secret Clearance.

Compensation to commensurate with experience, education, etc. Location: Quantico, VA: 80-90% Telework
Salary: $100,000-130,000 commensurate with experience, education, etc.
