Navarro Research and Engineering is recruiting for an AMSE/AMSQ WTP Technical Support in Richland, WA.

The Safety and Health Division Director within the Assistant Manager for Safety and Environment (AMSE) organization will provide direction for this work. The successful contractor will have responsibility for execution of the itemized work scope below.
- Provide organizational strategies and work closely with AMSE, AMSQ and WTP management teams to assure DOE Hanford Site oversight is appropriately planned, documented, and executed, and that assigned core functions have been accomplished.
- Provide strategic solutions to emerging project challenges such as ongoing maturation of interfaces between WTP, Assistant Manager for Safety and Quality (AMSQ) and the Assistant Manager for Safety and Environment (AMSE) organizations.
- Complete critical assessments and implement actions as required supporting WTP and AMSE and AMSQ management.
- Coordinate oversight with multiple organizations and disciplines to ensure the necessary interfaces are in place to ensure safe, compliant operations at the WTP.
- Coordinate between AMSE, AMSQ, WTP and site contractors using the individual’s expertise in Hanford site operations and operational readiness.
- Perform technical reviews of DOE Hanford Site and contractors engaged in readiness activities for quality, adequacy, and reliability; ensure compliance with established criteria and sound engineering principles; and identify omissions, discrepancies, inadequacies, and nonconformance with approved criteria.
- Brief management on technical issues, options for resolution, and facilitate decision-making.
- Provide project management skills to support WTP in analyzing the DFLAW integrated schedule, readiness, effective risk management, cost and schedule assessment, procedural development, organizational management.
- Consult with other organizations within the DOE Hanford Site to assist in identification and resolution of conflicts and recommend corrective action to prevent delays and facilitate completion of work.
- Support establishment of oversight strategies and integrate with WTP, perform readiness and safety management ty program reviews, streamline and document Quality Assurance procedure development, provide audit and surveillance support and documentation, investigate, and provide recommendation to close outstanding Information Management System (IMS) issues, and support streamlining of oversight tools and methods.
- Complete assessment report writing
- Follow-up on issues, findings, and other areas of concern
- Participation in weekly coordination meetings
- Support the Line Management Review Board process
- Periodic reporting of work overseen and any compliance deviations.
- Participation on Integrated Project Teams (IPT) as required
Requirements
- BS in Engineering with a minimum of 7-10 years of applicable experience
- Mechanical and/or Field Engineering experience
- Soft Skills – works well with others in a startup environment with changing priorities, strong verbal, and written communication to resolve and facilitate decision-making
- Highly experienced in operational readiness activities
- Working-level knowledge of Environmental Compliance, Safety and Health, Quality Assurance, and Nuclear Safety-related controls and requirements
- Working-level knowledge of DOE policies and procedures
- Expert level of knowledge of Hanford Site mission, activities, and priorities
- Expertise level of knowledge of DOE program and project management practices, policies, and procedures.

- Identification of any conflicts, potential conflicts, or perceived conflicts of interest with any Hanford Site contractors.

Annual Salary Range (based on full-time 40 hours per week)
Salary Range: $113,000 - $147,000
In accordance with the Navarro Research and Engineering, Inc (Navarro) salary determination process, Navarro takes into consideration the level of assigned job duties and responsibilities and the candidate’s education, training, and/or experience relative to internal peers and the external labor market. A candidate's salary history will not be used in compensation decisions.
