Navarro Research and Engineering is recruiting for an Budget Support Services Specialist RFQ #FY24-35 in Richland, WA.

- Receive pre-allocations (formerly known as “allotments”), approved financial plans (AFPs), and other funds allocations. Request advances of allotment (AOAs) from issuing offices. Align the funds for their intended purpose and release for RL and Office of River Protection (ORP). Update funding table with recently received funds and share information to BUD team. Process certificates for withdrawal of funds.
- Maintain advice of allotment (AOA) detail data and SF-132 Apportionment Schedule file.
- Allocate and record obligation of funds within DOE funds distribution systems, DOE official financial system of record, and local budget systems.
- Control funds to prevent violations of the Anti-Deficiency Act and administrative controls. Compile and provide reports to BUD as needed.
- Analyze commitments, obligations, and costs to control funds within limitations.
- Serve as the BUD focal point for audits and reporting of data for the Comprehensive Field
- Financial Review (CFFR) program. Assist with the RL and ORP internal control testing as required by Office of Management and Budget (OMB) Circular A-123 in support of the efforts to ensure proper control, expenditure, and accounting for appropriated funds.
- Serve as the BUD focal point for incoming work requests from external customers. Receive and process incoming inter-entity work requests from external customers (e.g., inter-entity work orders (IEWOs), requests for services (RFSs)); perform quality control; coordinate with requestors, suppliers, and contracting officers; enter in budget and financial systems.
- Administer funding for rent and utility purchase orders, including telecommunications, and information technology requirements. Analyze requirements, process requisitions, and coordinate with program offices and headquarters (HQ) to ensure sufficient funds are available, invoiced, accrued and paid.
- Maintain the contractor allocation table (CAT), a working tool for recording and reporting allocations of annual ceilings by contractor, project baseline summary, and other control points.
Requirements
- BS/BA degree in a business field of study (Accounting, Economics, Management, Marketing, etc.). AA plus three (3) years of experience in business field may be substituted for BS/BA. Six (6) years of experience in a business field may be substituted for BS/BA.
- Five years of relevant experience in budget or accounting.
- A thorough knowledge of Federal Government and DOE budget policies and procedures and ability to learn the STARS, Funds Distribution System (FDS), and BERT.
- Proficiency of Microsoft Office tools, especially Excel.
- Excellent reading, writing, and speaking communications skills.
- Ability to independently perform multiple tasks with dynamic priorities.
- Knowledge of Hanford Site mission, activities, and priorities, preferred.

Annual Salary Range (based on full-time 40 hours per week)
Salary Range: $55,000 - $101,000
In accordance with the Navarro Research and Engineering, Inc (Navarro) salary determination process, Navarro takes into consideration the level of assigned job duties and responsibilities and the candidate’s education, training, and/or experience relative to internal peers and the external labor market. A candidate's salary history will not be used in compensation decisions.
