Location: Hybrid Work Schedule - Washington Navy Yard, Washington D.C.
The Program Systems Integration Engineer Analyst provides ongoing program planning, analysis, and administrative support to Naval Sea Systems Command (NAVSEA) Program. This position supports Government contracts and will be primarily responsible for supporting Program execution for integrating Navy Medical Capabilities onboard Navy Platforms and will report directly to the Senior Acquisition & Program Analyst.
The contractor shall:
- Lead medical equipment systems engineering, integration analysis, and initial design for advanced integration concepts in the development of future Navy Expeditionary Medical capabilities ashore and afloat.
- Provide support to assigned system(s) developing milestones, improve logistics support, and provide recommendations to introduce life cycle cost savings of associated systems.
- Spearhead Systems Engineering Technical Reviews to assess the technical wellness, requirements accuracy, design maturity, testing effectiveness, and sustainment support over assigned medical systems program life cycles.
- Develop a system model that will aid in requirement traceability matrices aligning Capability Development Document requirements and design verification methods; produce integrated system designs, and integration products.
- Review system engineering changes and/or alterations for their impact on performance, reliability, maintainability, availability, logistic support, safety, and life-cycle cost.
- Ensure Program Acquisition and Technical documentation capture system outfitting requirements to meet mission/milestone objectives.
- Define/plan/track the fixing of government-responsible items which were believed to have been completed to established standards and/or operational upon delivery.
- Collaborate with Test & Evaluation Team in executing and gathering lessons learned and recommend solutions to defects captured during Test and Evaluation trials of assigned systems.
- Support the Participating Acquisition Resource Manager (PARM) Assistant Program Manager (APM) of assigned systems, coordinate installation, interfacing/integration, and testing activities onboard Navy platforms.
- Interface with stakeholders, contract, subcontract, purchasing, ship design and integration teams, Project Managers, and external customers as necessary.
- Provide input to and/or review planning documents such as Technical Data Plans, Operational Requirements, Advance Procurement Plans, etc., applicable to the system or equipment being used onboard Navy platforms.
- Participate in system requirements and design reviews, configuration management board reviews, engineering analysis tests, inspections, and demonstrations, provisioning and training plan conferences as required.
- Support system environmental testing, including Shock, Vibration, and Electromagnetic Interference (EMI) testing and Cybersecurity T&E applicable to the assigned medical system.
- Support preparation of formal Program Management briefings and status reports using Microsoft applications.
- Participate in working groups, product IPTs, test events, test reviews, and product demonstrations.
- Support maintaining configuration control of documents and systems.
- Other duties and responsibilities may be assigned or required as business needs dictate.
Knowledge and demonstrated skills in:
- Analytical and a self-motivated learner.
- Familiar with acquisition processes in the Defense Acquisition life cycle management.
- Familiarity with ship, sub, and/or shore installation processes.
- Ability to complete engineering change approval processes.
- Ability to communicate and coordinate effectively within military chain of command with excellent communication (oral and written) and organizational skills.
- Experience with system developmental type test events.
- Ability to collaborate/work well with others.
- Ability and willingness to travel to support critical test events as necessary and go onboard ships for underway testing durations.
- Able to conduct database management (SharePoint).
- Familiar with Defense Acquisition System JCIDS processes.
- Microsoft Office Tools (Project, Word, Excel, PowerPoint, Teams, SharePoint).
- Understand and execute OPSEC requirements.
Requirements
- Shipboard Systems Integration Experience Required.
- Technical Bachelor Degree: Systems Engineering, Aerospace, Mechanical, Electrical, Computer Science, Physics or Applied Math or U.S. Navy Combat or Engineering Systems and 5+ years relevant systems engineering experience, or
- Associate Degree and 10+ years relevant systems engineering experience.
- Understanding of technical standards, implementation/configuration, and the application of controls to ensure Confidentiality, Integrity, and Availability.
- Will require ability to climb on and around ships, including stairs, and ladders.
- Must be able to work around moving machinery, aboard vessels under construction/repair.
- Must be able to obtain and maintain a Secret security clearance.
- Travel: local to within the Washington D.C. area. 10% required. May require travel to Williamsburg, Va; Little Creek, VA; Mobile, AL; and possibly Jacksonville, FL.

- While performing the duties of this job, the employee may be regularly required to stand, sit, talk, hear, reach, stoop, kneel, and use hands and fingers to operate a computer, telephone, and keyboard.
