Navarro Research and Engineering is recruiting for a Safety Specialist in Richland, WA.

This position will support Navarro-ATL. Navarro-ATL is located in Richland, WA, and operates, manages, and maintains the 222-S Laboratory Complex for the Department of Energy. The Navarro-ATL members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD).
Monitors, analyzes, and investigates workplace activities and potential hazards to support company initiatives within assigned area or facility(s) through review of work packages, surveys, audits, assessments, walk downs, investigations and/or observations. Identifies hazardous workplace conditions and removes hazards and/or protects employees by guarding, revising work procedures, and training or requiring use of protective clothing and personal protective equipment. Applies knowledge of industrial processes, mechanics, chemistry, psychology, and industrial health and safety laws to identify and mitigate hazardous conditions that affect workers, property, the environment, and the general public. Takes effective steps to ensure that workplace conditions comply with applicable federal, state, local and organization occupational safety and health standards, ensuring that all required records are prepared and maintained. Participates in Department of Energy (DOE) inspections and in any procedures that may follow a citation. Investigates, prepares, and forwards as required reports on injuries and fatalities.
Responsibilities:
- Facilitates conventional, and some advanced Safety and Health (S&H) practices, and a variety of complex features into problem solving and programmatic planning.
- Evaluates proposals within a given specialty and makes recommendations based on proposed projects/tasks. Typically assigned to moderate to high-risk work packages.
- Participates in TPM (team planning meetings) to identify safety and health specifications and design.
- Educates and observes to ensure that personnel are performing work in compliance with governing work documents.
- Applies advanced technical expertise of S&H and provides clientele consultation and advice in anticipating, recognizing, evaluating, and controlling occupational hazards in the workplace through job scope reviews, walk downs, and general observations.
- Investigates events, injuries, and complaints concerning hazards of moderate to critical impact.
- Conducts safety assessments and Manager Observations (MOPs) within assigned area.
- Attends and represents S&H at facility meetings as requested by management.
- Demonstrates broad and comprehensive knowledge and understating of company and industry specific regulatory requirements/standards and official interpretations.
- Utilizes comprehensive experience to develop, implement and maintain safety and health programs, systems, and procedures within a specialized field.
- May contribute to or design comprehensive occupational hazard inspection and monitoring strategies.
- Responsible for piloting and training employees of newly implemented items.
- Prepares and reviews written programs, job hazard analyses, personal protective equipment assessments, and other health and safety program elements.
- Promotes compliance with required Total Recordable Case (TRC) and Days Away Restricted or Transferred (DART) established goals.
- Provides injury case management support to ensure injuries are reported in accordance with 10 CFR 1904.
- Serves as a resource for line management to develop and administer a proactive prevention program for accidents and illness per company requirements.
- Functions as lead on projects, programs, or departmental task assignments.
- Serves as Subject Matter Expert for one or more S&H disciplines or facilities.
- Generates trending reports for safety performance indicators as requested.
- Reviews the DOE OPEX system for lessons learned and assigns required reading as appropriate.
- Mentors and educates employees throughout the company by participating in the company safety council, the Voluntary Protection Program, and promoting various safety campaigns.
- Demonstrates comprehensive knowledge/understanding of company and industry specific regulatory requirements/ standards (OSHA, 10 CFR 851 and 10 CFR 850 compliance).
- Obtain and maintain a safety qualification card.
- Other duties as assigned.
Requirements
Minimum Qualifications:
- Bachelor’s degree (BA/BS) and 7 years related experience, or equivalent combination of education and experience
- Experience with injury/illness case management and reporting, including the DOE CAIRS database
Preferred Qualifications:
- Bachelor’s degree in safety, health, industrial hygiene or related science
- Certified Safety Professional (CSP)
- Safety Trained Supervisor
- Understands and applies advanced S&H theories, concepts; working knowledge of related disciplines
- Experience with application of Safety tasks in a nuclear environment

Annual Salary Range (based on full-time 40 hours per week)
Grade 18: $104,175 - $131,425
In accordance with the Navarro Research and Engineering, Inc (Navarro) salary determination process, Navarro takes into consideration the level of assigned job duties and responsibilities and the candidate’s education, training, and/or experience relative to internal peers and the external labor market. A candidate's salary history will not be used in compensation decisions.
